Overview Pay Grade: M The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians. Through effective planning, purchasing and oversight, DCH provides access to affordable, quality health care to millions of Georgians, including some of the state's most vulnerable and under-served populations. Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state. The Department of Community Health is seeking qualified applicants for an Attorney 3 position in its Office of General Counsel. This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization. Job Responsibilities Provide legal support to the Department through the Division of Legal Services, preparing assigned cases for hearings, responding to motions, interviewing and preparing witnesses. Analyze issues facing the department and provide recommendations. Negotiate and draft settlement agreements ranging from $1,000.00 to $2,000,000.00. Draft and prepare legal documents and correspondence, e.g., Motions for Summary Determination, Continuance, Substitute Counsel. Review and assemble appeal files to determine optimal course of action in support of the Department's best interest. Conduct legal research utilizing Lexis and other reference materials. Assist outside counsel, including the State AG's office or SAAGs, in cases before Superior and/or federal court. Communicate orally and in writing with Medicaid members, providers, opposing counsel, the Attorney General's Office, court officials, etc. Interview witnesses for administrative hearings. Attend Departmental meetings and prepare related reports. Present matters on behalf of the Department before OSAH and the designated hearing officer. Assist Program Specialists with legal issues and provide in-house training. Serve as liaison between DCH and other interested stakeholders. Stay abreast of current issues across the Medicaid spectrum. Attend seminars and training, providing synopses. Counsel the public regarding programs and services under the DCH umbrella. Travel throughout the state of Georgia. Seek ways to improve internal procedures and practices of Legal Services. Other duties as assigned. Minimum Qualifications Legal education: Juris Doctorate from an accredited college or university AND license to practice law in the State of Georgia. OR eligibility to sit for the next Georgia Bar examination followed by passage and licensure within one (1) year of hiring. OR reciprocity AND at least two years of relevant legal experience.
