Responsibilities
Noblis is seeking experienced Contract Specialists to work within a dynamic mission-oriented environment in Bethesda, Maryland.
Responsibilities Include:
Drafting, negotiating, and administering agreements with private sector, academic, and government partners to support advanced technology and innovation initiatives.
Ensure compliance with federal acquisition regulations (FAR) and security requirements, coordinating with program managers and legal teams, monitoring contractor performance, and mitigate risk while safeguarding sensitive information.
Strong analytical skills, attention to detail, and the ability to operate in secure, high-stakes environments are essential.
Required Qualifications
US Citizenship is required.
Active Top Secret/SCI clearance with Polygraph.
Bachelor's degree in Contract Management, Business Administration, Public Administration, or Acquisition Management.
Minimum of 7 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
Experience with the contracting process, including demonstrated knowledge of contracting procedures, types, and methods, including formal advertising, negotiation, fixed-price, and cost contracting.
Working knowledge of Federal Acquisition Regulation (FAR).
Demonstrated knowledge of cost and price procedures/techniques to assist in the evaluation of offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available.
Demonstrated knowledge of post-award management and oversight through closeout.
Desired Qualifications
Master's degree in Contract Management, Business Administration, Public Administration, or Acquisition Management.
Minimum of 10 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
DAWIA Level II or equivalent in Contracting or Program Management.
Experience with R&D contracting in the IC

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
