Reporting to the Associate Vice President for Facilities, Operations, Maintenance, Engineering and Utilities, the Health Sciences Center Operations and Maintenance division director directs the Facilities Management function. Overseeing Regulatory Compliance, including The Joint Commission (TJC) and Pennsylvania Department of Health (DOH), Fire & Life-Safety Management, and ensuring efficient planning, operations, and preservation of all properties, systems, and equipment constituting the Temple University Health Sciences Center (HSC) Campus. The Director is responsible for the work outcomes of the HSC Operations and Maintenance Division of Facilities Management, ensuring that work is effectively planned, coordinated, and implemented in a consistent manner. The Director is also responsible for managing, through subordinate managers and supervisors, the mechanical and building trade functions of the department, including stationary engineering and BAS, plumbing, electric, fire, HVAC & Refrigeration, carpentry, painting, locksmith, and general mechanics. The Director will be the lead on planning, organizing, and directing the maintenance and repair of University buildings and structures to include the electrical and mechanical systems as well as the maintenance and operation of building utility systems involving the steam generation and distribution, chilled water generation and distribution, domestic water, electricity, gas, and sanitary sewage.
In addition to ensuring responsive, timely, and thorough responses to meet the needs of the University and hospital communities and at the same time, providing an emphasis on cooperation and liaison with Hospital and University personnel. Performs other duties as assigned. Job Details

* Bachelor's Degree in an appropriate engineering discipline or equivalent in a closely related field.
* Minimum of eight (8) years of experience in a similar healthcare environment is required.
* Demonstrated competency necessary to comply with regulatory requirements in a healthcare facility, i.e., The Joint Commission, CMS, Department of Health, and local authorities having jurisdiction.
* An equivalent combination of education and experience may be considered. Preferred
* Professional Engineer (PE) License Required Skills and Abilities
* Demonstrated knowledge of The Joint Commission Standards, NFPA Codes, AIA and FGI Guidelines, Insurance requirements, Accreditation review process, formulation of policies and procedures required
* Requires strong leadership, problem-solving, team building, and customer service skills
* Demonstrated proficiency in personal computer operations required
* Knowledge of Microsoft Office and Microsoft Excel or equivalent required
* Ability to work with a variety of disciplines and levels of staff
* Knowledge of Facility Maintenance Management Systems, specifically AssetWorks (AIM) preferred, engineering and facilities management equipment Essential Duties

* Manages, directs and oversees maintenance, modification and preservation of the physical plant, systems and grounds
* Manages mechanical and building trade functions including stationary engineering, plumbing, electric, fire/security, HVAC, BAS, refrigeration, carpentry, painting, locksmith, and general maintenance, code compliance planning, finance management and administration
* Ensures that all architectural, mechanical, electrical, heating, ventilation, and cooling systems are in operating order and in compliance with all applicable governing agency facility standards, codes, and regulations
* Plans, organizes, and directs the maintenance and repair of University and Temple Health System buildings and structures to include the electrical and mechanical systems as well as the maintenance and operation of building utility systems involving steam generation and distribution, chilled water generation and distribution, domestic water, electricity, gas and sanitary sewage
* Responsible to ensure that the organization meets accreditation and regulatory requirements for Environment of Care and Life Safety for Temple University Hospital
* Ensures documentation is in a constant state of readiness for review by regulatory and accrediting agencies, and acts as the Facilities Management Department liaison with State, Local, Federal, Insurance and Joint Commission organizations
* Collaborates with the Safety Officer regarding compliance with Environment of Care requirements and accompanies various agency surveyors during building tours and/or surveys, and occupancy inspections
* Responsible for education of Facilities Management Department staff and hospital staff when new guidelines, regulations, and/or standards are put into effect and when new equipment is purchased, and policies and procedures are revised or newly adopted
* Responsible for developing new strategies and preparing new policies and procedures to comply with changes to codes, guidelines, and standards effecting the organization related to Environment of Care and Life Safety
* Reviews, recommends, and advises the Associate Vice President on the standards, policies, and procedures associated with the successful implementation and execution of complex, overlapping operation and maintenance projects
* Advises the Associate Vice President and the senior staff of Facilities Management regarding issues, delays, costs, and plan revisions with the potential of impacting other operations
* Ensures responsive, timely and thorough responses to the needs of the University and Temple Hospital community and provides emphasis on cooperation and liaison with University and hospital personnel
* Directs the operation and maintenance of the building utility distribution systems involving chilled and domestic water, electricity, gas, steam, and the campus tunnel system, including cathodic protection
* Manages the operation and maintenance of utility production facilities for steam and chilled water
* Establishes and conducts a preventive maintenance program of scheduled inspection and repair of electrical equipment, mechanical equipment, and other systems, equipment, and facilities to assure proper operation and to correct malfunctions before major breakdowns develop
* Directs the Operations and Maintenance safety and training programs
* Develops and maintains internal and external relationships with the department, administrators, vendors/contractors, and occasionally governmental agencies
