Assistant Director of Community Development

Compensation: $103,800.62 - $120,376.90

BRIEF DESCRIPTION

The Assistant Director of Community Development supports the Director in overseeing the operations of the Community Development Department, which includes the Planning, Building Inspections, and Health divisions. This leadership-level position is primarily responsible for managing the day-to-day operations and long-range initiatives of the Planning Division and assisting with the oversight of the Building Inspections and Health divisions. The Assistant Director also serves as acting Director in the Director’s absence. This role ensures the effective implementation of long-range planning initiatives, regulatory compliance, and the delivery of high-quality customer service across all assigned areas.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the Texas Local Government Code and related state statutes pertaining to planning, zoning, subdivisions, annexation, and development regulations Strong analytical and problem‑solving skills, with the ability to interpret and apply complex codes, regulations, standards, plans, and specifications Demonstrated ability in negotiation, conflict resolution, and consensus‑building to balance the needs of internal departments, developers, and the community Knowledge of planning data and analysis related to subdivision plats, site plans, zoning proposals, code amendments, demographics, and land use studies; familiarity with GIS applications is preferred Experience managing current and long‑range planning functions, including policy development and code updates Excellent oral and written communication skills, including the ability to make public presentations and write technical reports Strong interpersonal skills, building and maintaining effective working relationships with elected officials, staff, boards, developers, and the public Ability to utilize and interpret various technical resources, including engineering and architectural plans, building codes, GIS data, and standard planning references

EDUCATION AND EXPERIENCE

Bachelor’s degree in Urban Planning, Geography, Public Administration, or a closely related field required. A Master’s degree is preferred. Minimum five (5) years of increasingly responsible experience in municipal planning is required, including at least one (1) year in a supervisory or leadership role.

CERTIFICATES AND LICENSES REQUIRED

A Valid Class C Texas motor vehicle driver’s license and the ability to maintain a satisfactory driving record American Institute of Certified Planners (AICP) certification is strongly preferred.

ENVIRONMENTAL FACTORS AND SAFETY HAZARDS

Primarily in an indoor environment with the ability to operate outdoors when needed. May be exposed to extreme heat and cold during the summer and winter months.

TOOLS AND EQUIPMENT USED

Standard office equipment, including a multi‑line telephone, computer, printer, copier, scanner, shredder, and fax machine. Utilizes GIS software, spreadsheet and word processing applications, and planning‑related databases. May operate drafting tools, mapping templates, photography and audiovisual equipment, and calculators.
