Summary


The Delaware County Office of the Public Defender provides legal representation to individuals facing a loss of freedom in the criminal, delinquency, and mental health systems in Delaware County, Pennsylvania. The office employs roughly 70 attorneys and staff to provide zealous advocacy for our clients. The office represents several thousand clients each year in the District Justice Courts, the Court of Common Pleas, Juvenile Court, and the Appellate Courts of Pennsylvania.

Under the general oversight of the Office of the Public Defender and the First Assistant Public Defender, the Application Systems Analyst is responsible for developing the Office's internal case management system(s), building and utilizing system features to meet the department's technological and data-oriented goals, and assisting with the technical maintenance of applications and systems.
Essential Duties

• Develop and maintain the Office's current case management system (CMS), LegalServer.
• Lead change management sessions with attorneys and other staff, translating legal and non-legal workflows into technical solutions and system configurations.
• Train both legal and non-legal staff on system processes, modifications, and new features; lead technical training for new staff onboarding.
• Occasionally utilize scripting languages, such as Python, to create ETL pipelines for managing data within the CMS.
• Integrate third-party systems with the CMS, as needed.
• Log and resolve all issues with the CMS, serving as the internal "helpdesk" for staff, and serve as the technical liaison between the Office and LegalServer developers.
• Attend technical sessions with LegalServer staff to maintain up-to-date knowledge of developments and ensure the Office employs current processes.
• Develop scheduled and ad hoc reports on case-related data, assisting with data-driven reporting.
• Resolve on-site hardware and software issues for staff, escalating issues to County IT as needed and serving as the liaison between the Office and County IT.
• Maintain and develop the Office's website using WordPress and Bluehost.
• Develop and support any additional systems used by the Office, such as Westlaw CoCounsel, CPCMS, OMS, etc.
• Lead expansion projects to explore, vet, and integrate new systems into the Office's workflow.
• Perform related work at the request of the Public Defender or First Assistant Public Defender, when necessary.

Qualifications

• Experience developing and working with case management systems (CMS), contract lifecycle management (CLM), and Docket Management Systems (DMS) preferred; LegalServer experience preferred.
• Skilled in communicating and translating technical concepts to legal staff and leadership, supporting change management, and converting legal workflows and processes into technical solutions.
• Prior experience with module-based web development systems, including LegalServer, WordPress, Salesforce, Drupal, etc., preferred.
• Experience working with APIs a plus.
• Experience in data analysis and report generation, with the ability to present data.
• Proficient with Windows and Microsoft Office Suite.
• Prior knowledge of legal office proceedings preferred.
• Strong verbal and written communication skills
