City Overview The historic City of Mount Rainier, MD is a residential community sitting on the border of Washington, DC and Prince George's County, MD. Serving 8,500 residents, the community is a small urban oasis of historic homes and unique shops. The city employs a staff of forty people to serve the community. Salary The salary range is $40,928 to $42,464, commensurate with experience and education. Position Summary A Public Works Laborer is responsible for performing a variety of semi‑skilled maintenance work associated with waste management, street and facility maintenance duties of the Public Works Department. Employees are required to perform heavy physical labor in outdoor weather conditions, using a variety of tools and equipment. This position will be responsible for maintaining the cleanliness and appearance of the City’s commercial areas, including public streets, parks, and other public spaces, and or projects as assigned. The position requires physical labor performed outdoors in all weather conditions, as well as the ability to work both independently and as part of a team. This is a full‑time, non‑exempt position. The work schedule is Monday through Friday, 9:00 am – 5:00 pm, and as needed on weekends. Duties and Responsibilities Clean and maintain commercial streets, sidewalks, and public parks within the city. Collect litter, debris, and refuse from designated commercial areas. Perform duties for municipal resident waste collection operations as assigned. Engage in grounds maintenance work such as pruning, watering and mulching; operate hand and power tools to cut grass and remove weeds. Perform street maintenance duties including asphalt and concrete repairs, storm drain maintenance, sign installation and maintenance, street marking, litter removal, salt spreading, snow and ice removal and other required maintenance to streets and roads. Assist in the maintenance and repair of buildings and facilities; perform general custodial duties and activity set‑up as required; provide contractors with access to City buildings and secure buildings after services are provided. Load and unload heavy materials from trucks; aid in moving boxes and equipment. Operate vehicles and equipment in a safe and efficient manner; and perform related duties and responsibilities, as required. Observe and maintain established safety policies and procedures and take appropriate safety precautions during the course of performing daily tasks. Communicate effectively with the public and represent the City of Mount Rainier. Available on‑call for snow removal, critical maintenance and emergency situations. Direct traffic when necessary to ensure safety of pedestrians, motorists and work crew. Perform manual labor activities as needed and/or required by the Public Works Department. The incumbent is considered an “Essential” employee and may be required to report for work during natural or man‑made disasters, and during special operations as assigned. Essential employees are expected to report or remain at work when other City employees are granted administrative leave. Physical Demands Performing the duties of this job regularly requires bending, squatting, climbing, kneeling and twisting when installing, repairing, and servicing equipment; performing simple and power grasping, pushing, pulling, and fine manipulation; and lifting or carrying weight of 75 pounds without assistance, and pushing or pulling objects up to 150 pounds. Safety Hazards The employee regularly works in a field environment in various weather conditions with noise, chemicals, electrical energy or radiant energy, odors, vibrations, poor lighting, in hazardous areas, slippery uneven surfaces and in/around moving machinery and vehicles. Required Skills Understand and follow oral and written instructions. Spanish fluency preferred. Strict adherence to deadlines. Safely operate and maintain tools and equipment related to public works maintenance. Work with various cultural and ethnic groups in a tactful and respectful manner. Communicate clearly and concisely, both orally and in writing. Ability to maintain accurate Public Works records. Be an integral team player, involving flexibility, cooperation and communication. Establish and maintain effective working relationships with co‑workers and residents. Required Experience and Education High School Diploma or GED equivalent. Two years of waste management experience or municipal public works experience including street, facilities, landscape, and vehicle maintenance preferred. Any combination of education, training and experience that provides the required knowledge, skills and abilities to perform the essential functions of the job. Work Authorization, Drug Screening, Background Check and Positive Driving Record Must be able to provide proof of the legal right to work in the United States, successfully pass a pre‑employment drug screen, background check, and have a positive driving record.
