Introduction This is a contractual position with State of Maryland benefits. The Maryland Department of Housing and Community Development (DHCD) is a national leader in financing affordable housing and revitalizing communities. This role allows you to apply your skills to a high public purpose and challenging area. DHCD finances approximately 2,700 units of multifamily rental housing and 3,000 first-time homebuyers’ mortgages, totaling over $1 billion in funding. The Single Family Housing goals are to help low- and moderate-income Maryland residents purchase and maintain homes and increase the percentage of such households that live in decent housing. Grade & Salary Grade: 19. Salary range: $38.62–$41.68 per hour with potential advancement up to $60.20 per hour based on qualifications, equity, and hiring guidelines. Location 7800 Harkins Road, Lanham, MD 20706, Prince George’s County, near the New Carrollton Metro stop. Responsibilities Ensure all program compliance documents (program manuals, loan documents, directives, newsletters, income and purchase price limits, training materials, presentations, announcements, etc.) are kept up to date, ADA accessible, reviewed, and improved regularly. Maintain a constant connection with stakeholders—including US Bank, lenders, NCSHA, FNMA, Freddie Mac, FHA, and others—to ensure their databases and memberships related to the Single Family Housing programs are accurate and up to date. Promote the interests of Single Family Programs and foster relationships with stakeholders (within DHCD and external partners such as lenders, realtors, housing counselors, mortgage insurers, non-profit organizations, local governments, and the general public) to optimize program deployment, improve image, raise statewide awareness, and support the Department’s mission of financing housing opportunities in Maryland. Collaborate with internal and external clients to improve knowledge and performance through training and development of reference materials. Support the agency’s mission by improving access to essential industry information, thereby helping low- and moderate-income Maryland residents find housing and increasing the percentage of such households that live in decent housing. Minimum Qualifications Education: Graduation from an accredited high school or possession of a high-school equivalency certificate. Experience: Nine years of experience evaluating the risk involved in granting single-family, multifamily, and commercial loans, government assistance programs, and/or construction management. Substitutions: Bachelor’s degree (Business Administration, Architecture, Construction Management, Finance, Economics, Real Estate, or related field) plus five years of the required experience. U.S. Armed Forces military service as a commissioned officer in a loan specialist or housing management classification equivalent to the required experience. Desired or Preferred Qualifications Experience working with the Maryland Mortgage Program (MMP). Experience drafting policies for mortgage-related programs. Experience with government-funded programs (residential mortgage financing/underwriting). Benefits Contractual employees eligible for the State Employee and Retiree Health and Welfare Benefits Program, when working at least 30 hours per week or 130 hours per month, may receive subsidized health benefits for themselves and their dependents (25% employee contribution, 75% subsidy). Contractual employees may also elect dental, accidental death, life insurance, and other benefits, paying full premiums. Leave may be granted after 120 days of work in 12 months, accruing at one hour per 30 hours worked, up to 40 hours per year.
