This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help

• Develop and document procedures for production and maintenance processes that use chemicals, such as electroplating, chemical etching, and industrial cleaning.
• Investigate and analyze equipment failures and faulty products to determine the root cause of breakdowns in chemical production and direct corrective actions to ensure compliance with engineering specifications.
• Research and evaluate newly developed chemical processes to lead modernization programs that increase productivity, conserve resources, and incorporate new technology into existing operations.
• Provide technical direction and guidance to production staff on the application of chemical procedures and serve as a technical expert to clarify project specifications for external contractors and engineers.

• The duties of this position require the incumbent to obtain and maintain a Defense Hazardous Material (HAZMAT) Waste Handling Initial Certification.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting in the evaluation of chemical process or equipment failures to identify causes and recommend solutions, 2) Participating in the development or modernization of chemical processes by conducting technical studies or preparing process documentation, 3) Providing technical input or guidance on the application of chemical engineering specifications and procedures, AND 4) Preparing technical data packages for environmental permits or facility improvement contracts. This definition of specialized experience is typical work performed at the next lower grade/level position is the federal service (GS-11)

Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as chemical engineering.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
