Position HR Business Partner (Posting Number: AS537P) Contract Length: 12 months Class Summary The HR Business Partner supports a designated portfolio of departments or divisions, providing strategic and operational guidance in talent management, employee relations, organizational effectiveness, and change management within a complex higher education environment. Working under the direction of the Executive Director of Human Resources, this role delivers a broad range of HR services, including recruitment, benefits administration, payroll coordination, and general HR operations, while ensuring alignment with institutional priorities and compliance requirements. Qualifications Associate’s degree in human resources, business management, public administration or related field and three (3) years of progressive human resources experience. Bachelor’s degree in human resources, business management, public administration, or related field and five (5) years of progressive human resources experience, with at least three (3) of those years including demonstrated working experience with Texas public retirement systems (TRS, ORP, ERS, THECB) and voluntary retirement plans. Human Resources certifications (PHR or SHRM) are preferred. Preferred Knowledge & Skills Basic principles and procedures of public human resources administration. Benefits, compensation, unemployment benefits, FMLA and organizational development. Strong interpersonal and communication skills. Data analysis, reporting and advanced data entry accuracy. Multi‑tasking across multiple software applications in a fast‑paced environment. Records maintenance, budget preparation and fiscal management. Independent judgment and confidentiality management. Problem solving, project planning and coordination. Organizational, database, word processing, spreadsheet and presentation software skills. Knowledge of general accounting principles and HR administration principles. Job Duties Fosters and builds trusted advisor relationships with assigned Division leaders. Manages complex People & Talent projects and practices across the College. Analyzes staffing trends, key metrics, and compliance requirements, and develops and implements strategies for employee retention. Collaborates with hiring managers to plan, organize, and lead recruitment tasks and projects, focusing on attracting, engaging, developing, and retaining diverse talent. Contributes to continuous improvement of People & Talent processes, policies and procedures. Ensures compliance with College policies and stays abreast of federal and state laws and regulations. Coordinates annual open enrollment for benefits and provides benefit orientations throughout the year. Reports new hire and wage compliance to the Office of Attorney General – Child Support Division. Maintains employee files regarding compensation updates in the College’s payroll system. Evaluates and implements training to assist employees in understanding College benefits and incentive programs. Performs salary calculations for recommended candidates using College’s pay schedule. Responsible for onboarding new hires by ensuring federal, state, and local documentation compliance. Performs other duties of a similar nature or level. Physical Requirements No or very limited physical effort or exposure to physical risk. Work is performed in a typical interior/office environment.
