Training Officer/Assistant Chief of Training The Training Officer/Assistant Chief of Training works under the supervision of the Base Fire Chief and Base Civil Engineer or other chain of command personnel. The position is responsible for managing, maintaining and administering the training programs for all fire department personnel, which may include military members, and ensuring all personnel meet required training standards as outlined in Federal/State rules and regulations, National Guard Bureau (NGB), Air Force instructions and applicable New York State Division of Military and Naval Affairs (DMNA) policies. The training officer may also perform duties as an Airport Firefighter 1 and 2 (APFF1 and APFF2) and may act as Airport Firefighter 3 (APFF3) or Fire Prevention Officer during absences or periods of leave. Responsibilities Plans, develops, implements, reviews, conducts and evaluates the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. Assesses applicability of current program objectives and recommends changes when necessary. Assists in budget preparation. Responsible for planning a comprehensive on‑the‑job and proficiency training program for all fire protection and prevention personnel. Manages the DOD Firefighter Certification Program in accordance with accredited certification program defined in ANG standards and regulations. Assigns, directs, and reviews the work of other employees who assist in carrying out program activities. Observes training conducted by other instructors to ensure compliance with current procedures. Oversees the development of lesson plans for recurring proficiency training utilizing IFSTA guidelines. Ensures maintenance of reference materials such as the NFPA Handbook of Fire Protection, National Fire Codes, USAF directives, video library, training aids, kits and Career Development Course manuals. Provides required training in areas such as chemical and physical properties of fire, combustible and explosive properties of volatile fluids and gases, firefighting techniques, apparatus operation, specialized equipment, extinguishing agents, explosives and nuclear weapons firefighting, hydraulics, structural and aircraft firefighting, rescue techniques, live fire drills and structural fire exercises. Prepares monthly, quarterly, semi‑annual, and annual training schedules for approval. Plans and schedules work to meet program goals and objectives. Independently develops and revises training materials. Updates instructional materials with new firefighting methods, techniques, procedures and extinguishing agents. Analyzes course content, evaluates training outcomes, and measures effectiveness of program efforts, coordinating with the Fire Chief and other assistant chiefs for modifications. Makes recommendations to the Fire Chief on resources needed to carry out a successful program. Maintains knowledge of instruction techniques. Coordinates and trains instructors to present optimal lesson plans. Conducts recurring proficiency training in each functional area of fire protection. Conducts live announced crash fire training and structural exercises. Conducts unannounced structural and crash rescue exercises in coordination with the Fire Chief. Participates in practical training sessions. Evaluates performance and proficiency of personnel during training sessions and real emergencies. Provides coaching and instructional guidance for practical and academic projects such as automobile extraction. Assists firefighters in developing their professional skills. Evaluates assigned training tasks such as proper utilization of crash truck roof turret with approved foam. Advises supervisors and the Fire Chief on academic and training participation and outcomes. Corrects deficiencies in operational procedures or techniques through follow‑up training. Directs assistant fire chiefs or other personnel in proper procedures from normal through serious emergency operations. Administers and conducts CPR certification training. May supervise firefighters in activities and other tasks as directed by the Chief. Prepares and conducts instructional exercises as directed by the Fire Chief. Assists the Fire Chief in developing firehouse procedures and directives. Ensures Fire Department facilities are maintained safely, cleanly, neatly and orderly. Works 40 hours a week with potential for irregular hours, 24‑hour shifts, weekends and holidays; schedules may be changed to meet operational needs. Performs administrative duties, including computer use and data entry. Maintains contact information such as a cellular telephone or residence telephone. Operates equipment, motor vehicles and trucks and ensures correct usage by staff. Other job‑related duties may be assigned. Working Conditions May be subject to burns, dehydration, and heat, smoke, heavy protective equipment, falling materials, or explosions. May be subject to physical injury and sensory damage from firefighting activities, hazardous materials, and high noise levels. May be exposed to infectious diseases. Will be exposed to fires, hazardous material spills, and possible explosions. May be subject to hazards while operating or riding on emergency vehicles under adverse conditions. May be required to work outside in various temperatures and inclement weather for extended periods. Job Requirements Maintain all required certification levels; failure will result in disciplinary action or termination. Maintain physical fitness and agility standards; separate entry‑level and annual maintenance programs coordinated at state level. Report changes in medical conditions to State Human Resources via the appropriate chain of command. Be aware of and understand all regulations, performance and training requirements for the ANGFPA, DMNA and ANGB. Wear all personal protective equipment and maintain PPE and uniform standards. Maintain grooming and clean appearance standards. Safely drive and operate all assigned vehicles. Have strength to push, pull, lift and carry heavy objects (135 lbs including PPE). Work outside in varying temperatures and inclement weather for extended durations. Operate at heights and in confined spaces as required. Collaborate and interact well with coworkers, management, and federal and state personnel. Complete required training and attend all sessions. Travel may be required. Prepare written material clearly and concisely. Good verbal and written communication skills. Ability to read and write in English. Strong computer skills, especially Microsoft Office Suite. Demonstrate reliability and trustworthiness. Work schedule approximately 40 hours per week with overtime, weekends, and holidays as needed. May be required to report during major incidents. Qualifications Minimum Qualifications Current Department of Defense (DOD) certifications: Fire Officer III, Fire Instructor III, Fire Inspector II and HAZMAT Incident Commander or equivalent IFSAC or national accreditation. Minimum five (5) years experience as a permanent, full‑time Airport Firefighter and documented completion of all current certifications and training. New York State Certified First Responder (CFR). Cardiopulmonary Resuscitation (CPR) Instructor certification. Incident Command System (ICS) 300/400 certification. May be required to obtain and maintain National Emergency Medical Technician Certification for EMS program. Must be a high school graduate or equivalent GED. Basic computer knowledge (Word, PowerPoint, Excel, e‑mail). Meeting physical fitness, agility and medical standards prior to employment and annually thereafter. Valid driver’s license in New York State and report any change in status. Must obtain and maintain ANG requirements for equipment, vehicles and trucks, including possible military driver’s license and medical evaluation. Maintain favorable background investigation, clearance to access computer networks and restricted areas; may require SECRET clearance for certain duties. Maintain minimum statutory and agency standards continuously. Benefits & Compensation Current start rate: $67,119. Job rate: $68,142.
