Job Summary

We’re seeking a passionate and experienced Human Resources Manager to lead our HR operations and help shape a positive workplace culture. The Human Resources Manager (HRM) is responsible for administration of the Human Resource function including hiring, terminations, employment, interviewing testing and screening, benefits and employment records. The purpose of this procedure is to define the function, reporting relationships, basic tasks, responsibility, authority and measurements of performance for the Human Resources Manager at DuMolin Community Living.

Responsibilities

• Lead recruitment, onboarding, performance management, and offboarding
• Manage benefits administration and employment records
• Ensure compliance with California labor laws and HR regulations
• Partner with leadership on workforce planning and organizational development
• Foster a positive, inclusive, and high-performing workplace culture
• Provide guidance on HR policies and employee relations
• Maintain calm, assertive leadership when resolving employee concerns.

DUTIES AND TASKS

Documentation

•Ensure legal compliance

•Maintain the company employee handbook

•Maintain employee records

•Maintain employee database

•Prepare new policies & procedures & maintain changes & updates

•Verify I-9 documentation

•Verify fingerprint clearances for all employees

Hiring/Terminating

•Background checks including reference calls

•Conduct exit interviews

•Developing and maintaining job descriptions

•Interview & select candidates

•Recruit staff

•Termination of employees as necessary

Organizational Training

•Administer the MOC surveys in all facilities

•Lead the injury & illness prevention program

•Organize synergy ll in services

•Organize HR meetings monthly & distribute meeting notes

•Provide training to DuMolin staff in the areas of orientation, ATP, quarterly in-services

•Provide on call administration coverage on a rotating basis

Performance Management

• Approve time off & vacation requests

• Assist with the preparation of performance reviews for all DuMolin staff

• Conduct employee investigations as necessary

• Dealing with grievances & implementing disciplinary procedures

Ensure that house managers QIDP’s counsel employees for not following policy & procedures: assist as necessary

• Manage company leave of absences

• Provide performance reviews for each direct report at least annually in accordance with company policy

• Supervises office staff

Salary and Benefit Management

•Manage the annual open enrollment benefit plans

•Manage the company benefit coverage

•Monitor & maintain individual pay actions for employees

Physical:

• Body positions: sitting and standing
• Body movements: Walking, typing a keyboard, talking on the phone, turning the head and torso, reaching, grasping, bending and flexing the arms, legs, wrists, hands and fingers. Bending to open drawers or lift boxes or objects up to 50 pounds may be required occasionally.
• Body senses: The ability to see, hear, and speak articulately are required. In particular, the ability to read computer screens and here normal conversation in an office environment and over the phone are required.
• Mental: Must be able to comprehend and perform business math calculations, to compute business

Requirements:

• Required: Bachelor of Business Administration or similar Degree and a minimum of 3 years working in the Human Resources field
• Required: 3+ years of HR experience
• Preferred: PHR or SPHR certification
• Preferred: Experience in health care
• Required: Strong computer literacy
• Highly Preferred: Proficiency in MS Word and Excel
• Familiarity with California labor laws
• Strong interpersonal and conflict resolution skills
• In office job 8 am to 4 pm
• Requires the ability to obtain cooperation with other members of the staff.
• • Requires the ability to be calm and assertive when dealing with employee problems and excuses.
• • Preferred: a strong familiarity of the labor laws and regulations in the State of California.
• • Must have the means and ability to travel locally and within the State of California.
• • Must have powerful communication skills, both verbal and written, in English, to interact with staff and to create effective written communication.
