Spreckels Veterans Memorial District owns and operates Spreckels Veterans memorial Building in conjunction with Lt. Billy Paulson Jr. Post #6849 Veterans of Foreign Wars (VFW). SVMD also owns and operates the Spreckels Veterans Memorial Park for outdoor and recreational purposes. The SVMD works independently, but also cooperatively, with the Spreckels Community Services District. Job Description This is an administrative position that manages the day-to-day operations of the Spreckels Veterans Memorial District (”District” ), a California Special District. The General Manager shall have general supervision of the affairs of the District, be the administrative head of District personnel, and be responsible for its efficient administration thereof. Supervised by a Board of Directors for the district, the General Manager has broad responsibility in developing and overseeing the District’s budget, financial planning and management, personnel administration, facility management, procurement, public works, community development, grant administration, and public relations. This position may occasionally require working long hours and periodically requires attendance at evening meetings. Work is performed under typical office conditions and requires the ability to operate a computer, automobile, and standard office equipment. This is a part-time in-office position, requiring approximately 35-40 hours per month, with additional hours for special projects, as needed. The starting pay rate for this role is $35 per hour, negotiable dependent on qualifications and experience. Work Requirements Substantial knowledge of and skill in special district management (e.g., operations, finance, budgets, personnel management, policies and practices, bylaws/ordinances, Board of Director requirements, etc.). Substantial knowledge of relevant municipal, state, and federal programs and policies, and their decision-making processes. Extensive understanding of the organizational and operational elements of local government, agencies, and other organizations that interact with the District. Experience in facility operations, human resource management, and identifying community needs and issues. Strong command presence, as well as effective leadership, detailed management, and extensive analytical skills. Progressive management and administrative experience with demonstrated success in hands-on special district management, leadership, and operations. Ability to efficiently develop effective procedures to implement policy decisions of the Board and provide responsive community services. Strong analytical and assessment skills with experience in developing and executing high quality strategic plans, identifying resources to accomplish District objectives and programs, and recommending actions to a Board of Directors. Ability to communicate effectively both orally and in writing with the Board of Directors, staff, attorneys, other boards and commissions, legislators, community groups, the media, the public, and others on behalf of the District. Broad understanding of and experience with handling financial and accounting requirements of a special district. Expertise in human resource administration (employees and contractors), including recruitment, training, supervision, discipline, evaluation, and labor negotiations. Ability to and experience with developing and negotiating contracts services in compliance with California procurement laws, policies, and procedures, including identification and provision of necessary deliverables. Demonstrated success with capital projects planning, funding, and implementation. Ability to identify, apply for, and administer grants. Ability to organize and use time effectively and manage multiple significant responsibilities simultaneously. Have strong written, verbal, public presentation, facilitation and consensus building, and conflict resolution skills. Ability to use computers and associated devices for communications and other applications (e.g., Microsoft Word/Excel/PowerPoint/Outlook and other core applications, QuickBooks, WordPress/web design, Dropbox, Facebook, etc.) Ability to listen to and accept criticism, while also being creative in identifying potential solutions to simple and complex problems. Commitment to fulfilling the Districts’ purposes and objectives. Qualifications A degree in public administration or business management (Master’s preferred). Equivalent additional experience in local government management may be substituted for the degree. At least 3-5 years of progressive years of special district or municipal government management or equivalent experience preferred.
