Position Overview As a Program Manager at NOGJ, this position will be responsible for overall program planning, direction, and control, meeting contract and/or customer funded requirements for an entire program. The role requires leading project managers and functional leads to integrate research and development, production, quality assurance, test, product support, procurement, contractual and financial data; managing cost, schedule and technical performance of company programs; negotiating contracts and contract changes; coordinating proposal preparation; setting and monitoring budgets and financial terms. Your Day to Day as a Program Manager at NOGJ Provide primary customer contact for program activities. Lead program review sessions with customers to discuss cost, schedule and technical performance. Act as primary interface to executive management for the execution of assigned programs. Accomplish all contract requirements through application of internal controls, communication, policy, directives and procedures. Establish milestones and monitor adherence to integrated master plans and schedules. Manage development and/or manufacturing plan and identify program problems, obtaining solutions such as improved resource allocation or changing contractual specifications. Accept program direction from company executives and implement it expeditiously and conscientiously. Manage programs within approved resources. Embed customer focus and provide best, cost‑effective systems or capabilities within contract boundaries. Innovate, seek optimal solutions and better ways to manage. Communicate candidly about program status, risks and problems, potential solutions, likely outcomes and opportunities. Prepare thorough financial and resource estimates required to manage the program. Provide approved financial baseline program awards, sales, contract profit, margin, cash, and, if provided, overhead funds and discretionary funds such as bid and proposal or independent R&D funds. Identify weaknesses in program management process and propose solutions. Required Qualifications Minimum 10 years of related experience with a technical BS degree or 14 years without a technical BS, with 5 to 7 years in a Program Manager/Project Manager role. Previous management experience preferred. PM certification preferred. Knowledge of marketplace and customer needs, objectives and expectations. Extensive knowledge of company product lines, policies and procedures. Knowledge of program management practices, including planning, risk management, issue escalation, schedule and resource management, earned value and financial activities. Knowledge of document control requirements. Knowledge of procurement terms and processes. Knowledge of negotiation strategies for assigned programs. Knowledge of engineering and manufacturing fundamentals and terminology. Knowledge of computers, applications and software used to accomplish the responsibilities of the position. Knowledge of safety rules and regulations. Ability to understand delegation’s power on team effectiveness. Ability to conduct efficient meetings using agendas and action items. Ability to prepare clear, high‑quality letters, memos and program reports. Ability to communicate effectively at all management levels internally and externally. Ability to implement program or project changes based on analysis of results, new legislation, contractual or departmental changes. Representation of the department to other departments, agencies and public entities. Establishment and maintenance of effective working relationships with program participants and other staff and representatives from other organizations. Team member or team leader competency. Ability to create and deliver successful presentations to management and customers in clear, concise format. U.S. Citizen with no dual citizenship required. Ability to obtain and maintain a U.S. Department of Defense and possible Department of Energy clearance and satisfy federal requirements for access to classified information. Pay The base salary range for this position in Tennessee is expected to be between $114,000.00 and $180,000.00 per year. Additional compensation may include an annual cash incentive and a full range of medical, retirement, and other benefits. The total compensation package may vary based on market factors, candidate qualifications and performance.
