COORDINATOR SPECIAL PROGRAMS HEALTH SERVICES II, HEALTH SERVICES

Grade 14 Location of Position 8930 Stanford Blvd., Columbia, MD 21045 Main Purpose of Job The main purpose of this Coordinator of Special Programs II position is to support emergency preparedness (EP) and response operations through planning, exercising, and managing projects related to the Strategic National Stockpile (SNS). This position is also responsible for integrating the Cities Readiness Initiative (CRI) into the existing SNS Plan to support the mass distribution of prophylactic medications during public health emergencies and disasters. This position assists with developing operational guidelines, policies, and procedures to procure, maintain, and deploy emergency equipment and supplies. This position maintains inventory data for the bureau and EP program, investigating inconsistencies and conducting audits to ensure inventory accuracy. This position will coordinate with various departments to identify organizational needs, maintain appropriate supply levels, and promote efficient use of space and material resources in support of emergency preparedness. Additionally, this position supports the Medical Reserve Corps (MRC) volunteer program through recruitment, on‑boarding, training, and coordination of the efforts of volunteers. The position helps ensure volunteer engagement and readiness. This position is eligible for hybrid telework. Position Duties 60% Emergency Preparedness: Assists with development, review, and revisions of EP plans with a focus on SNS and CRI plans, aligning with state and federal plans. Updates and maintains health department emergency preparedness plans and associated annexes. Maintains contact with local, regional, state, and federal agencies and private institutions to share information related to emergency preparedness policies, plans, and procedures. Coordinates and supports drills, exercises, and activations from a logistical perspective, especially those required for CRI, completing required documentation and reports. Inspects equipment and facilities to determine their operational and functional capabilities. Coordinates with State Inventory Specialist to support tracking, monitoring, and management of health department assets. Oversees departmental inventory including but not limited to emergency supplies, personal protective equipment, emergency communications equipment, and radiological detection devices. Updates and maintains contact information and resource lists for personnel, equipment, and supplies needed for emergency operations, including inventory labeling, serial number tracking, and inventory database records. Functions as the I&E Logistics Section Chief during incidents and training exercises, acquiring, managing and tracking equipment and supplies. Acts as HCHD’s building safety subject matter expert, reviewing current safety guidance. Coordinates volunteer recruitment, application processing, on‑boarding, and training for new and existing MRC volunteers. Coordinates MRC support requests by reviewing needs, collaborating with public health staff and stakeholders, identifying qualified volunteers, and managing volunteer deployment. Assists with volunteer management activities throughout the deployment cycle, including demobilization, documentation, promotion of training opportunities, and resolution of volunteer management issues. Quality Assurance: Conducts annual HCHD SNS/CRI needs assessments and assists in developing improved training methods or materials. Assists in preparing reports or other materials required for MDH site reviews, participates in MDH site reviews, and implements corrective actions as needed. Prepares reports, property inventories, and statistical analyses, as required. Reviews and evaluates operational processes to ensure program objectives are met; maintains inventory accuracy and accountability. 20% Staff Development and Training: Assesses training needs related to SNS/CRI procedures for staff, partners, and community, including updates on implementation of the SNS plan and CRI annex; assists educator in developing and maintaining required training. Develops and provides training for HCHD staff related to building safety procedures and protocols. Provides SNS/CRI content and materials to Public Information Officer, as needed. Provides training to staff/MRC for exercises, drills, and events as required. Provides instruction and training in Basic Life Support (BLS), CPR, AED use, and quantitative fit testing for staff and volunteers. 15% Emergency Response: Responds to emergency events in a timely manner. Participates in EP exercises and after‑action hot washes. Compiles feedback from HCHD and partner agency staff, preparing after‑action reports as requested. Routinely functions in site manager role for response efforts. 5% Other Duties: Possesses a broad understanding of HCHD services and can refer to other programs. Participates in necessary drills and exercises, responds to emergencies as appropriate, keeps abreast of policies and procedures in the program, bureau, and department. Completes all required trainings. Participates in quality improvement efforts within the program. Minimum Qualifications Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of professional experience in assisting in the coordination of a health‑related program(s) or referring people to governmental and private resources. Notes: Candidates may substitute 30 college credit hours from an accredited college or university for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health‑related field of work on a year‑for‑year basis for the required experience and education. Desired or Preferred Qualifications Experience with inventory management and supply tracking. Experience using Microsoft Office Programs (Outlook, Excel, Word, PowerPoint, OneDrive, SharePoint). Experience in emergency preparedness (e.g., assisting with emergency response planning, participating in drills or exercises, supporting incident response coordination, or maintaining emergency supply kits and protocols). Experience developing and writing policies, procedures, or operational guidance documents. Experience in volunteer management (e.g., recruiting, onboarding, scheduling, training, or supervising volunteers; coordinating volunteer assignments; or supporting volunteer engagement and retention efforts).
