Regional Program Director, Washington

Position Description The Regional Program Director, Washington is Juma's senior on-the-ground program leader for the Seattle market. This role owns the quality, consistency, and effectiveness of YouthConnect programming across both sites, and brings direct experience in workforce development along with genuine program design expertise. It is intended to be a working leadership role: shaping regional program strategy while staying close enough to day-to-day delivery to coach site teams effectively. Duties and Responsibilities Youth Sourcing, Recruitment & Admissions Build referral networks: Establish and maintain formal partnerships with schools, foster care agencies, justice-involved youth programs, and community-based organizations across Seattle to source eligible youth. Formalize partnership agreements: Formalize MOUs and other partnership agreements so Juma maintains a robust network of partners providing resources, basic needs, and job opportunities; update these agreements regularly and ensure active participation across programs. Set regional intake standards & pace recruitment: Establish a consistent, trauma-informed screening and enrollment process that both Washington sites follow, adapted to each site's grant and demographic requirements, in partnership with the Regional Program Director, California to keep intake standards consistent across sites. Strategically forecast and pace recruitment cycles to align with the seasonal hiring surges of regional stadium enterprise partners. Assess and address barriers early: Ensure the team assesses youth resource gaps and identifies partners to provide resources in housing, documentation, childcare, and transportation. Program Design & Training Oversight Deliver quality curricula: Oversee the contextualized delivery of Juma's financial literacy, soft skills, and career readiness workshops across both sites, stepping in to co-facilitate directly where local capacity requires it. Incorporate digital & technical skills: Ensure training modules evolve to meet modern workplace demands, including digital literacy and industry-specific certifications. Apply program design expertise: Apply program design expertise to evaluate what's working, pilot improvements, and evolve the YouthConnect model for Washington, building the evidence base for program changes. Coach on training consistency: Support the Seattle Site Manager in aligning training delivery and coaching practices for the Program Coordinator. Employer & Community Partnerships Secure job pipelines: Build and manage a network of employers, unions, and trade schools across the Washington footprint willing to hire Juma alumni. Track placement outcomes: Partner with Site Leads to ensure job placement and 6-12 month retention data is tracked consistently across both sites. Read the labor market: Analyze Washington regional labor-market trends and translate them into program and training adjustments. Regional Program Data & Compliance Ensure data integrity: Monitor program data entry into Apricot/CRM across both sites to ensure accurate tracking of attendance, milestones, and job placements. Coordinate compliance reporting: Coordinate with Site Leads to produce consistent programmatic data and narrative for government contracts, corporate foundations, and public funding sources across the region. Partner on program budget lines: Partner with each Site Lead on program-specific budget lines (participant support funds, training materials, curriculum costs). Full site P&L ownership remains with the Site Lead. Cross-State Program Alignment Align on shared standards: Partner regularly with the Regional Program Director, California to align on shared program standards — intake criteria, curriculum benchmarks, training content, and outcomes data — so youth have a consistent experience across California and Washington. Field Expertise & Professional Development Stay current in the field: Stay current on youth development and entry-level labor-market trends, and translate emerging research and practice into Juma's program model. Build field expertise: Participate in relevant peer cohorts, conferences, and professional development opportunities that build field expertise and keep Juma's approach current. Serve as an internal program-strategy voice: Serve as an internal voice for how shifts in the labor market and youth needs should inform program direction. Cross-Functional Partnership Partner with Enterprise leadership: Partner with the Regional Enterprise Operations Director to align program and enterprise priorities. Qualifications 7+ years of increasing responsibility in workforce development, youth services, or nonprofit program leadership, including experience across multiple sites or markets. Demonstrated program design experience: building, evaluating, or meaningfully improving a youth workforce development program. Experience partnering effectively with peer leaders in a matrixed or cross-functional environment, without formal authority over them. Strong existing network in the Seattle youth-serving and employer ecosystem. Bachelor's degree or equivalent experience required; Master's degree preferred. Experience with Apricot, Salesforce, or similar CRM/database systems. Exceptional written and verbal communication skills Ability to organize and complete multiple tasks simultaneously with close attention to detail and prioritization to meet deadlines Team player with exceptional interpersonal skills Self-starter, motivated, and able to take initiative in all situations; ability to function effectively in a fast-paced, entrepreneurial and inclusive environment.
