Dexis is seeking a Project Manager to support an anticipated monitoring, evaluation, and data services contract with the U.S. Department of Labor's Bureau of International Labor Affairs (ILAB). The contract will provide on-demand evaluation, rapid study, training, data analysis, visualization, and synthesis support for ILAB-funded technical assistance projects and other program areas. 

The Project Manager will oversee day-to-day contract operations and ensure assignments are appropriately staffed, completed on schedule, delivered within budget, and responsive to ILAB requirements. The Manager will coordinate evaluators, technical specialists, subcontractors, and other contributors while serving as the primary operational liaison with the Contracting Officer's Representative. 

This position is contingent upon award.

 

Responsibilities

• Serve as primary point of contact for daily contract operations and act on contract management matters. 

• Manage workflow across evaluators, technical specialists, subcontractors, and other personnel. 

• Develop and implement staffing plans, project plans, schedules, budgets, and quality control standards. 

• Plan and assign work based on each task's scope, timeline, and required expertise. 

• Maintain a qualified bench across evaluation methods, sectors, geographies, and languages. 

• Coordinate personnel availability so newly assigned work begins within required timeframes. 

• Monitor performance, budgets, schedules, deliverables, and personnel workloads across concurrent assignments. 

• Identify operational or performance challenges and recommend timely resolutions. 

• Coordinate with the Lead Evaluator so staffing and operations support technical requirements. 

• Act as operational liaison among the COR, ILAB task managers, evaluation teams, subcontractors, and stakeholders. 

• Oversee communications, scheduling, fieldwork support, evaluator travel, and applicable country clearance requirements. 

• Manage monthly progress reports and other required deliverables. 

• Review products for completeness, compliance, consistency, schedule, and quality. 

• Support Section 508-compliant products in English and other requested languages. 

• Remain available during standard Eastern Time business hours and outside those hours when fieldwork requires. 

 

Qualifications 

• Bachelor's degree or higher. 

• At least five years of contract management experience in an international development context. 

• At least five years of experience performing or overseeing multiple types of monitoring, evaluation, and learning services. 

• At least five years of experience managing administrative responsibilities, deadlines, and required deliverables. 

• At least five years of experience building and maintaining productive stakeholder relationships. 

• Demonstrated experience managing multidisciplinary personnel, consultants, subcontractors, or distributed teams. 

• Ability to manage concurrent assignments with different schedules, staffing needs, budgets, and deliverables. 

• Strong organizational, problem-solving, quality control, and client relationship management skills. 

• Fluency in written and spoken English. 

• Ability to produce and edit high-quality English-language deliverables on schedule. 

Preferred Qualifications

• Experience managing DOL monitoring, evaluation, research, or learning contracts. 

• Experience with task-based or on-demand assignments requiring rapid staffing and mobilization. 

• Familiarity with international travel, country clearance, research approval, and fieldwork logistics. 

• Experience related to international labor, worker rights, child labor, forced labor, human trafficking, trade, or global supply chains. 

• Experience coordinating multilingual deliverables and geographically dispersed teams.
