Serving as a member of the Superintendent's Cabinet, advances the strategic priorities of Anne Arundel County Public Schools by leading the Office of Operations, encompassing the Divisions of Facilities, Food & Nutrition Services, and Transportation. Oversees the development, implementation, and continuous improvement of Office priorities, ensuring a focus on equity, innovation, and measurable outcomes that support student and staff success.

Ensures system priorities are effectively executed through strategic planning, resource alignment, and performance management and directs cross-functional initiatives grounded in the AACPS vision, mission, and core beliefs to foster safe, joyful learning environments. Additional Work Days/Hours Based on the assignment, the following additional work days and/or hours may be required as needed:

Essential Duties/Responsibilities

  • Leads the development and execution of priorities for the Office of Operations, establishing clear goals, success measures, and accountability structures aligned with the AACPS Strategic Plan, Board policies, and Superintendent direction.
  • Ensures the safe, secure, and efficient operation of all school system facilities, food and nutrition, and transportation support services, including adherence to regulatory compliance, emergency preparedness, and continuity of operations across AACPS.
  • Directs long-range planning and operational strategy for capital improvement programs, facility modernization, infrastructure maintenance, student transportation systems, and nutrition services, and oversees the execution of capital projects and major operational initiatives, ensuring alignment with system priorities, timely delivery, and minimal disruption to school operations.
  • Leads systemwide efforts to streamline operational processes and improve efficiency across divisions, identifying opportunities to reduce costs, eliminate redundancies, and enhance service responsiveness.
  • Collaborates with elected officials, community organizations, and community members to advance, clarify, and promote accountability for capital planning efforts, the shared use of school system facilities, and other Office priorities, fostering transparency, responsible stewardship of public assets, and alignment with system priorities, regulatory requirements, and community needs.
  • Leverages data, research, and evidence-informed practices to evaluate outcomes, identify gaps, and inform decision-making and continuous improvement across Office priorities and initiatives.
  • Directs the strategic use of resources, including budget development, resource allocation, and fiscal management, ensuring alignment with priorities and responsible stewardship; oversees preparation of the Office budget and provides input on operating budget planning and oversees capital budget planning for submission to the Superintendent and Board of Education.
  • Supervises, evaluates, and develops staff, promoting a culture of accountability, collaboration, equity, and continuous improvement where students and staff are supported, connected, and engaged.
  • Represents AACPS and builds strategic partnerships with internal and external stakeholders, including government agencies, community partners, and professional associations. Serves on committees and workgroups and as the Superintendent's designee, as appropriate, on matters related to facilities planning, capital projects, operations, transportation, and food and nutrition services.
  • Ensures compliance with applicable federal, state, and local laws, regulations, policies, and reporting requirements, including school facilities, construction, environmental safety, transportation operations, and student nutrition programs.
  • Advises the Superintendent and Board of Education on matters within the Office of Operations' scope of responsibility, including emerging issues, trends, risks, and policy implications. Provides analysis, recommendations, and supporting information to support decision-making and system priorities.
  • Collaborates with cabinet members and school system leaders to ensure cross-functional alignment and shared accountability of systemwide priorities and initiatives that support system improvement and transformation. Contributes to the development and refinement of policy, regulations, and administrative procedures impacting facilities management, capital planning, operational services, transportation systems, and food and nutrition programs.
  • Performs other related duties as assigned within the same classification or lower.

Education Master's Degree in related field from a regionally accredited college or university required; Doctoral Degree in related field from a regionally accredited college or university preferred; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience 10 or more years relevant progressively more responsible experience in a related field required; 10 or more years related management experience required; Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics Knowledge of relevant Federal and State Regulations and current trends and research in areas of responsibility. Excellent organizational and human relations skill. Excellent oral and written communications skills. Demonstrated ability to effectively work and communicate with diverse populations. Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite -Word, Excel, Outlook, and/or PowerPoint preferred).

Licenses and Certifications Employee must retain active licenses, certifications, and enrollment as a condition of employment.

  • Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Daily access to reliable transportation.

Driving Requirements Driving is required to conduct bona fide Board business that is within the scope of employment in this position. Board Vehicle

Provides for the safety and security of the employees or the property. Plans and controls the budget. Monitors and implements legal compliance measures.
