Summary This position is part of the Advanced Research Projects Agency - Energy, Department of Energy. As a Grants Management Specialist, you will you will be responsible for managing the most complex financial assistance actions, including the development and publication of Funding Opportunity Announcements (FOA), business and cost evaluation of applications, negotiating, administering, and closing out the resultant awards (generally cooperative agreements) upon completion. Veterans shape the future of energy As a Grants Management Specialist, you will: Prepare and publishes Funding Opportunity Announcements (FOAs) and provide expert guidance to agency personnel regarding the evaluation and selection of complex research and development applications. Evaluate applicants' financial health, business integrity, and overall capacity to manage Federal funds, which includes performing detailed cost and price analyses on application budgets. Negotiate all terms and conditions of financial assistance awards (primarily cooperative agreements) and resolve highly specialized conflicts regarding intellectual property rights, proprietary data, and cost-sharing models. Manage and administer agreements through all phases of their lifecycle including pre-award planning, active-phase performance monitoring, modifications, and final closeouts ensuring compliance with federal regulations and Department of Energy (DOE) policies. Coordinate and resolve complex audits with input from stakeholders and assesses and recommend final decisions on recipient requests for regulatory deviations or waivers. Serve as the primary point of contact for interpreting statutory, regulatory, and policy changes for both internal staff and external recipients, while maintaining accurate and complete records in federal electronic data tracking systems. Requirements Conditions of Employment Qualifications GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 3 out of 4 of the following: Executing the final administrative and financial closeout of completed agreements to ensure all regulatory and reporting requirements are met. Preparing funding opportunity announcements for research projects. Reviewing applicant budgets to access overall financial viability to manage funds. Negotiating complex business terms of financial assistance agreements with external partners to establish multi-year project budgets that incorporate non-federal cost-sharing commitments.
