HRA PINCC Program Associate

The HRA PINCC Program is a New York City workforce development initiative that connects low-income and young New Yorkers to apprenticeships and good-paying jobs in construction, transportation, industrial, maintenance, and building services. The Program Associate supports successful program outcomes by coordinating intake, enrollment, participant communication, attendance monitoring, documentation, data quality, training logistics, partner coordination, and follow-up activities. This role helps ensure participants remain engaged, complete required program activities, obtain credentials, and transition into employment opportunities. Reporting to the Program Manager, the Program Associate assists with day-to-day program operations and contributes to contract compliance, audit readiness, and continuous program improvement.

Essential Job Functions and Responsibilities

• Provide timely, accurate information to prospective and enrolled participants regarding program eligibility, requirements, documentation, schedules, and expectations.
• Support outreach, recruitment, screening, intake, orientation, enrollment, participant onboarding, and referrals to help meet contract goals.
• Schedule, coordinate, and track intake appointments, assessments, trainings, interviews, hiring events, participant meetings, and follow-up activities.
• Enter and maintain accurate participant data, attendance, case notes, service updates, credentials, placements, retention milestones, and outcomes in required systems and trackers.
• Monitor attendance, engagement, enrollment progress, training completion, credential attainment, placement, retention, and other performance indicators; identify trends, barriers, and follow-up needs.
• Coordinate communication among participants, program staff, training providers, employers, community partners, and HRA representatives to support smooth program delivery.
• Assist with training logistics and job placement activities, including rosters, sign-in sheets, participant communications, interviews, hires, employment verification, and retention follow-up.
• Maintain organized files and support quality assurance, audit preparation, compliance follow-up, reporting, program operations, and continuous improvement; perform other duties as assigned.

Knowledge, Skills, and Abilities

• Strong organizational and time-management skills, with the ability to maintain accurate schedules, attendance records, participant files, trackers, and program documentation.
• Ability to accurately enter, review, and use data across multiple systems to monitor enrollment, attendance, credential attainment, placement, retention, and contract performance goals.
• Ability to provide professional, responsive, and participant-centered service to individuals from diverse backgrounds, including individuals facing barriers to employment.
• Strong communication and interpersonal skills, with the ability to build positive rapport with participants, colleagues, employers, training providers, funders, and community partners.
• Ability to work independently and collaboratively with program staff, participants, stakeholders, funders, and external partners.
• Ability to manage multiple tasks, deadlines, schedules, and documentation requirements in a fast-paced environment.
• Ability to work flexible days and hours, including evenings, as needed to support program operations.
• Professional judgment and discretion in handling confidential participant, staff, and program information.

Education and Experience/Training

• Associate degree required; high school diploma or equivalency with at least three years of relevant experience may be considered.
• Proficiency with Microsoft Office Suite, Google Suite, Excel, and database systems required.
• Excellent verbal and written communication skills required.
• Experience supporting workforce development, case management, participant services, recruitment, enrollment, program compliance, or performance-based contract goals preferred.
• Experience with HRA, Workforce1, SNAP Employment & Training, TANF, apprenticeship, pre-apprenticeship, or other workforce programs preferred.
• Experience supporting sector-based training initiatives such as construction, transportation, security, industrial, maintenance, building services, healthcare, technology, or skilled trades preferred.
• Bilingual English/Spanish preferred.

Salary

• $50-55,000
