THE DEPARTMENT:

The College of Letters, Arts, and Social Sciences (CLASS) consists of eleven academic departments, and seven centers/programs. It offers bachelor's degrees in the performing arts, humanities, and social and behavioral sciences, and master's degrees in economics, English, history, psychology, and public administration. Single subject credentials are offered in English, history/social sciences, music, and a state approved (but not yet locally official) single subject credential in Spanish. The college teaches on average 6,286 FTES each semester and provides general education and service courses for the campus as well as supporting its own majors and graduate students. The dean's office is responsible for all academic personnel, resources, and activity within the college. It is also a primary level of evaluation and approval for all matters that have to do with the faculty and the staff that support them, including academic and budgetary matters, and for all academic matters having to do with students. It is the main liaison between higher administration in Academic Affairs and the departments in the college.

DUTIES AND RESPONSIBILITIES:

FISCAL RESPONSIBILITIES

  • Analyze the fiscal impact of proposed policies, procedures, and operational changes and provide recommendations, budget analysis, projections, and fiscal information to college leadership.
  • Advise the Dean and Associate Deans on the availability and appropriate use of funds for special projects, programs, and initiatives.
  • Develop financial models and multi-year income and expenditure forecasts that consider projected funding changes, including POM01, PCR01, and TM002, budget allocation changes, historical activity, and other relevant factors.
  • Administer, analyze, and reconcile CLASS operating accounts, including general operating accounts, summer cost recovery, Open University reimbursement, start-up and moving/relocation funds, RSCA, SPICE, faculty searches, student engagement, lottery funds, and assigned centers and institutes, including the Geographic Information Science Research Lab
  • Prepare periodic budget status reports and analyses of the current and projected college-wide General Fund budget, year-end expenditures, encumbrances, projected carryover balances, and other reports for planning and audit purposes.
  • Reconcile operating expense allocations following annual budget rollover and recommend adjustments or resolutions to emerging and long-term budget issues.
  • Support the college's all-funds budgeting process and participate in College leadership budget development meetings and regular Dean's Office coordination meetings. Philanthropic and Enterprise Accounts
  • Develop and administer CLASS enterprise and philanthropic accounts, including accounts supporting scholarships, centers, and institutes.
  • Work with the College Advancement Officer, faculty, departments, centers, and other academic units to ensure applicable enterprise and philanthropic policies and procedures are followed.
  • Advise and support account holders regarding fund use and coordinate resolution of account deficits or discrepancies.
  • Reconcile CLASS Dean's Office enterprise and philanthropic accounts and maintain required records, including signature authority documentation. University Level
  • Serve as the primary contact for the College with Facilities, Procurement, IT, Travel, Academic Affairs, and other campus offices on assigned fiscal matters.
  • Attend budget strategy and divisional Budget Analyst meetings; communicate relevant budget, policy, and procedure changes to the Dean and Associate Deans and recommend changes in college practices, as appropriate.
  • Represent the College at other meetings as requested by the Dean or Associate Deans.
  • Prepare spreadsheets, charts, analyses, and reports according to the needs of Academic Affairs and CLASS. Department/Unit Level
  • Create and maintain department budget spreadsheets and support departments in tracking operating expenditures, professional development funds, and other funds allocated by the College.
  • Serve as a point of contact for financial and accounting questions related to operating accounts and advise college and department personnel on budgeting, expenditures, and applicable approval processes.
  • Prepare and distribute budget allocation memos and department summary reports.
  • Monitor and analyze departmental operating budgets and recommend allocation adjustments to the Dean and Associate Deans, as appropriate.
  • Advise department chairs and staff on fiscal matters and provide guidance and training on financial databases, systems, and budget processes. Faculty Level
  • Coordinate fiscal support for new faculty start-up, moving, and relocation funds and provide information regarding allowable expenditures and applicable university policies and procedures.
  • Coordinate approved purchasing and reimbursements and maintain required approval documentation.
  • Track start-up expenditures to ensure spending remains within approved budgets.
  • Support approved start-up purchases and travel, including airfare, lodging, registration, supplies, and equipment.
TRAVEL
  • Coordinate and monitor CLASS travel activity through the university travel system (Concur).
  • Review CLASS travel requests and expense claims for accuracy and provide guidance regarding applicable travel policies and procedures.
  • Provide training to college users on travel processes and procedures as needed.
  • Serve as an authorized cardholder for the CLASS Departmental Travel Card and ensure transactions are processed in accordance with university requirements.
QUALIFICATIONS:
  • Bachelor's Degree - Equivalent to a bachelor's degree in a related field.
  • Two years of relevant experience.
  • Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis.
  • Working knowledge of financial, budgetary, and accounting principles and practices.
  • Working knowledge of the principles and practices of public finance, administrative, personnel fiscal management, and cash-flow management.
  • Working knowledge of research techniques and statistical principles and procedures.
  • General knowledge of the principles of position control and budgetary alignment.
  • Advanced proficiency in using financial system, word processing and spreadsheet software and applications.
  • Strong analytical skills in order to evaluate and interpret data to develop sound conclusions and recommendations.
  • Ability to define problem areas, collect data, perform preliminary analyses, make appropriate recommendations, and prepare clear and concise analytical comments.
  • Strong communication and interpersonal skills to effectively present information and ideas and advise managers, staff, and faculty regarding budgeting policies and procedures.
  • Ability to lead and train others.
PREFERRED QUALIFICATIONS:
  • Demonstrated expertise in PeopleSoft financial, student systems, and CSU budget and accounting policies and procedures.

Education Code 89521 Requirements

CSU Classification Salary Range

This position is part of the California State University Employees Union (CSUEU) bargaining unit 9. The CSU Classification Standards for this position are located on the CSU Classification Standards website .The CSU Salary Schedule is located on the CSU Salary Schedule website . The classification salary range for this position according to the respective skill level is: minimum $5,178 and maximum $7,543 per month. Please refer to the anticipated hiring range for the appropriate salary rate for this particular position.

University Driving Requirement

Positions that require driving for university business by using a personal or state vehicle must comply with the Authorized University Driver Policy. Driving records are monitored and evaluated by the Risk Management Department. The Risk Management Department evaluates a good driving report based on the following criteria. The driver must: 1. Have a valid California or other State Driver's license. 2. Have no more than 3 motor vehicle violations or been the cause of 3 accidents in a 12-month period (or any combination of 3 thereof) 3. Not have more than 3 DMV Points, if their license is Class C or, 4. Not have more than 5 DMV Points, if their license is Class A, B, or C with endorsements.
