FINANCIAL MANAGEMENT SPECIALIST

Summary About the Position: This position supports the mission of the J-8, Financial Operations Directorate and is located in San Antonio, Texas at Fort Sam Houston. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Responsibilities Responsible for the maintenance and operation of financial management systems such as GFEBS, REMEDY and ADS. Implements changes in system operations; analyze the effectiveness of financial management programs and evaluate proposed changes in missions, functions, and delegations of authority. Advise and assist leadership in the preparation of requirements schedules for both appropriated and reimbursable programs. Investigate a variety of technical finance and accounting problems/situations with analytical responsibility for recommending alternative actions, corrections, or solutions. Assist customers in the close-out of prior year balances. Conduct programmatic studies to ensure procedural compliance with resource management principles. Assists customers with the implementation of corrective actions. Provide advice and guidance covering a wide variety of financial policies and requirements. Responsible for tier II helpdesk support of financial automated systems, i.e., General Fund Enterprise Business System (GFEBS), and Automated Disbursing System (ADS). Specialized Experience: One year of specialized experience which includes maintaining financial management systems to evaluate program effectiveness; analyzing financial data and accounting programs; providing technical helpdesk support financial automated systems; and interpreting financial regulations and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary periodduring which the agency evaluates your fitness and whether your continued employment advances the public interest.
