The Position
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
This position will perform a variety of administrative and relatively minor enforcement duties by providing a uniformed presence including non-sworn patrol functions, parking enforcement, animal control assistance, fingerprint collection assistance, evidence assistance, and other support assignments; and to augment public safety by reporting conditions that warrant police, social services, and public service intervention.
The Police Cadet is part of succession planning within the Modesto Police Department. Incumbents work towards a sworn or non-sworn career with the Modesto Police Department.
This is a part time position with pro rated benefits.
Police Cadet I – This is the entry level class within the Police Cadet series. The Police Cadet I is distinguished from the II level by the lack of job related knowledge or experience. Incumbents work under general supervision while learning and performing basic job tasks required of the job.
Police Cadet II – This is the journey level class in the Police Cadet series and is distinguished from the level I by the assignment of the full range of duties, This level receives only occasional instruction or assistance as new, unusual, or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, however, advancement will be based upon the needs of the department and the judgment of management to potentially include a competitive interview process.

Essential and Marginal Function Statements
Essential Functions
Provide a uniformed presence and perform patrol duties; educate and provide assistance to visitors.
Perform patrol enforcement activities of city, county, and state regulations in parks, trails, and open spaces including but not limited to patrolling by vehicle, motorcycle, all-terrain motorized vehicle, bicycle and/or on foot.
May be assigned to monitor City facilities and/or be stationed at specific locations, as needed.
Participate in crime prevention activities by working with various departments, groups, and individuals on addressing issues, concerns, and complaints.
Perform Administrative Support And Data Entry Functions, As Required.
Direct traffic at special events, crime and accident scenes, and signal outages.
Monitor City streets and enforce parking laws, regulations, and municipal codes applicable to non-moving vehicles and issue citations.
Operate close circuit camera system.
Process and storing of evidence, storage inventory, and control of department supplies.
Assist Police Officers and Community Service Officers with non-emergency duties and conduct non-hazardous investigation; collect evidence at crime scenes.
Work at major special events, such as 4th of July Parade, Christmas Parade, X-Fest, and other major City events.
Fingerprint individuals and perform photography duties.
Provide technical information and instruction regarding applicable procedures and methods; explain rules and regulations; receive and respond to complaints and reports of routine parking incidents from the public.
Gather information from individuals or reference sources to complete and process various routine forms, records, and applications; contact individuals to obtain additional information.
Identify and tow abandoned vehicles, as authorized; recover stolen vehicles when found unattended.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

Knowledge of

Experience And Training Guidelines
Experience
One year of prior experience in a public safety position (paid or unpaid) is highly desirable. This experience may include such positions as Police Explorer, Police Assistant, private security, dispatcher, Firefighter, EMT, etc.
Training
High School diploma or GED equivalency. Current enrollment in college level coursework is desirable.
Licenses/Certificates
Possession of, or the ability to obtain, a valid California driver’s license.
Additional Requirements
Must be a minimum of 18 years of age.
Must not have any felony convictions.
Incumbents must be able to pass a P.O.S.T. level background investigation prior to appointment.
Individuals hired will be required to wear a uniform which is provided by the Police Department.
Physical and Mental Requirements
Mobility : frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.
Lifting : frequently up to 10 pounds; occasionally up to 25 pounds.
Vision : constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.
Dexterity : frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.
Hearing/Talking : frequent hearing and talking, in person and on the phone.
Emotional/Psychological : frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.

WORKING CONDITIONS
Conditions will vary depending on assignment. Work may be performed in a typical temperature-controlled office environment subject to typical office noise and environment. Work may also be performed in a typical outdoor environment on a year-round basis subject to street or field noise and year round weather conditions. Some positions may be assigned to remote locations. Position may require occasional overtime or weekend work and travel is rare.
MODESTO POLICE AND FIRE NON-SWORN ASSOCIATION (MPNSA)

PUBLIC EMPLOYEES' RETIREMENT SYSTEM: CalPERS enrollment in either the 2% @ 60 or the 2% @ 62 formula is dependent on eligibility, as per AB 340. Employee pays the full member contribution. Retirement benefit is based on the employees three year final compensation average. The City does not participate in Social Security except for the required 1.45% Medicare contribution by both the City and the employee (applies to employees hired after 4-1-86).
HOLIDAYS: 12 paid holidays per year plus 8 hours of holiday credit.
VACATION: Accrual normally begins at a rate of two weeks per year, with incremental increases to five weeks at 21 years of service. Employees may accumulate up to twice their annual accrual.
SICK LEAVE: Accumulated at 8 hours per month, 96 hours per year. Employees may accumulate up to 2,100 hours.
LONGEVITY PAY : Two and a half percent (2.5%) at 10 years of service
EDUCATION INCENTIVE PAY : Two and a half percent (2.5%) for possesion of a Bachelor's Degree and five percent (5%) for possesion of a Master's Degree.
SPECIAL ASSGINMENT PAY: Five percent (5%) for being on a Special Assignment
MEDICAL INSURANCE: Health, dental and vision coverage is provided. The City's monthly contribution to health, dental and vision benefits is based on a three-tier system as follows:

The employee pays the balance. An employee who opts out of health coverage receives the amount noted above minus dental and vision premium on their paycheck and treated as taxable income. Dental and vision coverage continuation is available upon retirement.
LIFE INSURANCE Provided in the amount of $20,000 by the City. Supplemental coverage is available at employee cost.
LONG TERM DISABILITY INSURANCE Coverage is provided by the City, at City cost. This benefit pays 66 2/3% of the first $9,000 per month in salary.
DEFERRED COMPENSATION: With a matching contribution by the employee, the City will contribute 1% of salary, (increasing to 2% after 15 years of service) to a voluntary 457 Plan.
RETIREE HEALTH SAVINGS ACCOUNT (RHS): $2,880 initial deposit provided upon completion of a two (2) year vesting period. After initial contribution, the City shall contribute $120 per month.
UNIFORM ALLOWANCE: Depending upon assignment - Uniform allowance of $70 to $125 per month.
EMPLOYEE ASSISTANCE PROGRAM: Available to employees and dependents. Plan provides up to 3 counseling visits per incident, at City expense.
BILINGUAL INCENTIVE LEAVE: Employees who pass the review panel and are needed in this capacity by the department shall receive $50.00 (fifty dollars) per pay period.
SECTION 125 PLAN: Providing for pre-tax deductions for employee-paid health premium and dependent care costs.
