Summary This position is located in the Office of Inspector General (OIG) of the Railroad Retirement Board (RRB), Office of Audit (OA), Chicago, Illinois. Responsibilities The primary purpose of this position is to function as the Auditor-in-Charge on small assignments, and as an audit team member on larger or more complex assignments. Duties performed: Assists in planning audit procedures of complex programs and operations in accordance with Generally Accepted Government Auditing Standards (GAGAS). Actively participates in audit entrance and exit conferences. Analyzes and revises audit plans in accordance with GAGAS. Reviews and improves audit plans focusing on eliminating waste, eliminating abuse, and detecting and preventing fraud. Conducts a variety of audits, including but not limited to financial statement audits, information technology audits, Medicare audits, and performance audits. Prepares audit workpapers to summarize activities contained in the written audit plan. Develops all five elements of the audit finding and develops conclusions to each audit objective. Bargaining Unit Position: This is a non-bargaining unit position. Permanent Change of Duty Station (PCS) Expenses will not be paid. Qualifications Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification/Specialized Experience requirements as noted below. Basic Requirement: Must have a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: Applicants must submit supporting transcripts. OR Must have a combination of education and experience that includes at least 4 years of experience in in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: Applicants must submit supporting transcripts. AND Minimum Qualifications: GS-12: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: developing or modifying methods and techniques to resolve a variety of auditing problems; and applying auditing policies, practices, and procedures to ensure compliance with governing regulations; and planning, performing, and reporting all phases of the auditing life cycle; and assisting in the preparation of audit reports. You will receive credit for all qualifying experience, including volunteer experience. Education This position requires specific coursework and/or a degree to meet the basic education requirement.
