Behavioral Health Clinical Supervisor (40 Hour) (Hybrid)

Introduction Connecticut Valley Hospital (CVH), part of the State of Connecticut’s Department of Mental Health and Addiction Services (DMHAS), is seeking a motivated and mission‑driven Behavioral Health Clinical Supervisor to lead our Mental Health Waiver program. In this highly impactful role you will shape clinical practice, ensure regulatory compliance, support community integration, and lead a team dedicated to improving the lives of adults at risk of institutional care. Position Highlights Full‑time (40 hours per week), Monday through Friday First shift: 8:00 a.m. – 4:30 p.m. Location: 1000 Silver Street, Middletown, CT What We Offer Competitive benefits as a State of Connecticut employee Professional growth and development opportunities Healthy work‑life balance for all employees What You Will Do Provide comprehensive clinical and administrative oversight of the Mental Health Waiver Program Review all program referrals, manage and prioritize the waitlist, and coordinate referral assignments with the leadership team Supervise and provide ongoing clinical guidance to six licensed waiver clinicians managing medically complex, high-acuity caseloads Ensure compliance with federal assurances and timeframes outlined in the CMS-approved 1915(c) Mental Health Waiver Develop, update, and implement program policies and procedures that support person-centered recovery planning and community-based care Collaborate closely with the Department of Social Services on eligibility determinations, program operations, federal reporting, and audit activities Partner with DSS on the Money Follows the Person Program to support successful community transitions Chair program staff meetings and lead the Mental Health Waiver Advisory Council Represent the agency in DSS Fair Hearings related to waiver services, eligibility, and compliance Oversee waiver enrollments, utilization management, and claims processes that directly impact federal reimbursement to the State Contribute to fiscal oversight of the program budget and ensure alignment with state and federal requirements Support the DMHAS mission by promoting client-centered care, service choice, and recovery-oriented practices Agency Overview Connecticut Valley Hospital is a historic public hospital offering treatment for mental illness. The Mental Health Waiver program allows the State to provide a range of home and community-based services to Medicaid beneficiaries, helping them live in the community and avoid institutional care. Minimum Qualifications – General Experience Four (4) years of professional experience in behavioral health care and a Master’s degree in a clinical discipline, public health administration, health care administration, or hospital administration. Minimum Qualifications – Special Experience Two (2) years of the general experience must have involved supervising professional staff. For state employees, this experience is interpreted at the level of a Behavioral Health Unit Supervisor, Developmental Services Supervisor of Case Management, Nurse Supervisor, or Supervising Clinician. Preferred Qualifications Experience working with Medicaid programs and managing multiple provider agencies Experience working with a medically compromised population Experience developing and overseeing statewide programs for Serious Mental Illness and/or co-occurring populations Knowledge of home-and-community-based services Special Requirements Incumbents in this class must maintain the appropriate current license, which may include clinical social work, marital and family therapy, professional counseling, registered nursing, psychology, or alcohol and drug counseling, depending on the agency division.
