Position Summary
The Water Renewal Superintendent oversees, plans, supervises, and administers functions and activities of the City's Water Renewal Facility and Collection Facilities and performs directly related work as required. Develops long term vision and strategic planning for the creation, care, and maintenance of the water renewal facility and collections facilities within the City of Nampa. This key leadership position represents and builds relationships with local, regional, and state organizations, oversees and directs the various works of in all aspects of Water Renewal Facility and Collection Facilities. This position ensures compliance with all the established policies, procedures and Federal and State rules and regulations. The Superintendent will exercise a substantial degree of responsibility and independent judgment and solve work related problems independently. The work is done under the supervision and direction of the Director of Water Resources, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an
employee in this class establish and maintain effective working relationships with City personnel, local, state and federal officials, property owners, consultants, vendors, contractors, developers and the general public.
The principal function of an employee in this class is to oversee the functions and activities of the City's Water Renewal Facility and Collection Facilities. Additional duties including workforce development, accounting, financial, analytical work with budget, general ledger and fixed assets, implementation, management and support for enhanced accounting, budget, financial systems processes, procedures, and standards in support of best practices. Participates in work on short-term and long-term planning, marketing, directing the implementation of goals, objectives, policies, procedures, and work standards for Water Renewal functions, including regulatory requirements and other related functions. The work is performed under the supervision and direction of the Director of Water Resources. The performance of an employee in this class has complex duties requiring detailed knowledge of the department, including performing professional work in analyzing requests, interpreting, and applying budget and finance guidelines, interpreting, and applying financial statement guidelines with related schedules and conditions in accordance with applicable budget and finance laws, interpreting and applying Federal and State Water Renewal guidelines. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Water Resources Director and other Department heads, elected officials, engineers, local residents, business representatives, government agencies, other related professionals, and the general public. The principal duties of this class are performed in a Water Renewal Facility environment with exposure to hazardous chemicals, airborne pathogens, and high voltage electricity.
Essential Functions
- Provides senior management oversight and responsibility for administration, operations and maintenance of the City's Water Renewal Facility to ensure compliance with Federal and State regulations, including overseeing the Collection System, Plant maintenance and repair, processes, and Biosolids operations.
- Works closely with Water Resources Director to ensure all plant operations are in compliance with City codes and policies and State and Federal requirements.
- Ensures the provision and proper use of related safety equipment for use at all plant and collections systems as required.
- Ensures all chemicals are handled in a safe and proper manner.
- Oversees the maintenance of the interior and exterior of the Treatment Plant to ensure a safe environment for City employees and the general public.
- Plans, supervises, and evaluates the work of departmental personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or makes recommendations which are given particular weight about the change of status of other employees.
- Provides technical assistance to maintenance and operations personnel as necessary, including interpreting drawings, diagrams, specifications and manuals.
- Works closely with other supervisory personnel to promote positive work attitudes within the Division and maximizes teamwork and cooperation by all departmental employees.
- Confers with the Water Resource Director to plan, develop, and direct the implementation of goals, objectives, policies, procedures, and work standards for all related division functions and confers with the Sr. Public Works Director, engineers, and other related professionals on plant upgrades of new and existing processes and equipment.
- Acts as a liaison between the Water Renewal Facility and other Department Heads, elected officials, engineers, local residents, business representatives, government agencies, and other related professionals to ensure positive public relations.
- Maintains a working environment built on collaboration and information sharing, free of fear and intimidation.
- Provides mentorship for new employees in the same or similar class of positions.
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.

Required Education, Experience, & License/Certifications
- High School Graduate or General Education Degree (GED): Required
- Minimum 4 year’s post high school education, Bachelor's Degree (four-year college or technical school) preferred, Fields of Study: Biology, Chemistry, Environmental or closely related field.
- Minimum of 5 or more years of experience, 7 or more years of experience preferred, Primary and Secondary Wastewater Treatment Plant Operations, including supervisory experience Or Any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work.
- Ability to operate a personal computer using standard or customized software applications appropriate to assigned task and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
- Class IV Wastewater Treatment Operator License.
- Valid State of Idaho State Driver’s License.
- Professional Engineering license preferred, consideration for specialty pay.
- Other Requirements: Must have the ability to respond within thirty minutes of the Water Renewal Plant.
Required Knowledge, Skills & Abilities
- Comprehensive knowledge of basic principles and practices of Wastewater treatment and disposal.
- Comprehensive knowledge of chemistry, biology, mechanical hydraulics, wastewater treatment plant operation, pretreatment rules and regulations, and Quality Assurance procedures.
- Comprehensive knowledge of basic chemical, and biological characteristics and analytical methods of industrial and domestic wastewater, including related laboratory testing methods and procedures.
- Comprehensive knowledge of related safety practices and emergency protocol; and reference materials and sources relating to wastewater and industrial waste analyses.
- Comprehensive knowledge of the related Federal, State, and City codes, E.P.A. and N.P.D.E.S. permit requirements, and the Nampa Pretreatment Manual.
- Comprehensive knowledge of the safe and proper use of standard laboratory equipment.
- Comprehensive knowledge of established principles of record keeping.
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
