Job Description – Rail Grade Crossing Project Manager (2601366) Job Summary TxDOT’s Rail Division is recruiting a Rail Grade Crossing Project Manager based in Stassney-Austin. The role focuses on reducing highway accidents by eliminating hazards at railroad crossings and manages rail signaling and grade crossing Federal Section 130 projects. Responsibilities Provides technical expertise and coordination for rail highway safety (Section 130) transportation program involving rail signaling/grade crossing project management in accordance with Department standards. Assists with project planning, oversight, and development of policies and procedures. Works with governmental officials, consultants, contractors and private entities. Establishes own work plan and priorities to meet objectives. Issues are handled at occurrence. Transportation Specialist III Prioritize and schedule multiple rail projects for their full life cycle. Optimize the critical path to complete Rail Highway Safety projects. Effectively communicate and negotiate with the district/division and other external entities. Coordinate compilation of complete plan packages and submit to engineer or architect for review and signature. Oversee design work among TxDOT entities, consultants and contractors. Inspect railroad crossings to identify devices for installation or upgrade. Review draft railroad signal construction and re‑planking plans. Keep detailed records in primarily electronic form. Perform other job responsibilities as assigned. Transportation Specialist IV Provides advanced technical expertise for Rail Highway Safety projects from initiation to completion. Assists with planning, administering, and monitoring Section 130 consulting contracts. Trains and resolves technical issues related to Rail Highway Safety projects. Represents the Section at various meetings. Prioritize and schedule multiple rail projects for their full life cycle. Optimize the critical path to complete Rail Highway Safety projects. Effectively communicate and negotiate with the district/division and other external entities. Coordinate compilation of complete plan packages and submit to engineer or architect for review and signature. Oversee design work among TxDOT entities, consultants and contractors. Inspect railroad crossings to identify devices for installation or upgrade. Review draft railroad signal construction and re‑planking plans. Keep detailed records in primarily electronic form. Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices. Perform other job responsibilities as assigned. Experience and Education 5 years in transportation design, construction, traffic operations, maintenance, bridge inspection experience (full‑time or prorated part‑time equivalent). Graduate level education may be substituted. Licenses and Certifications Valid driver's license; requires driving a state vehicle. Preferred Qualifications Communication effectiveness Applicable analysis methodologies Plan, specification, and estimate preparation, review, processing, and compliance requirements Inspection methods, procedures, and techniques Knowledge of the Texas Manual on Uniform Traffic Control Devices Program/project planning, development and management methodologies Applicable laws, rules, and regulations Americans with Disabilities Act, modifications, and requirements, including accessibility standards Logical reasoning to define problems, establish facts, and draw valid conclusions; make decisions supporting business objectives and goals Maintaining effective working relationships with others Writing, reviewing, and revising documents including engineering notes, specifications, standards, and procedures Planning, coordinating, and handling multiple projects within area of responsibility to meet short and long term deadlines Preparing and maintaining confidential and sensitive records, files and reports Using computers and applicable programs, applications, and systems Maintaining a safe working environment Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes Subject to outdoor environmental conditions; no effective weather protection Subject to interior and exterior environmental conditions Subject to extreme cold and heat; below 32° or above 100° for more than one hour Subject to noise, vibration, and hazards from moving vehicles, mechanical parts, high places/heat, chemicals, fumes, odors, dusts, mists, gases, poor ventilation Requires protective gear (respirator, hard hat, etc.) Sedentary work: lift up to 10 lbs at a time and occasionally carry files/small tools Light work: lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs Medium work: lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs Balancing – walking, standing, crouching on various surfaces without falling Stooping – bending body downward and forward by bending spine at waist Kneeling – bending legs at knee to come to a rest on knee(s) Crouching – bending body downward and forward by bending leg(s) and spine Standing – prolonged periods of time Walking – moving on foot to accomplish tasks: long distance/from one work site to another Talking – expressing or exchanging ideas by spoken words Hearing – perceives sound at normal speaking levels; receives information by oral communication Repetitive motion – substantial movements of the wrists, hands, and/or fingers Close visual acuity – work includes data/figures; view a computer screen; extensive reading Visual inspection of small defects/parts, using measurement devices, etc. Visual acuity to determine work quality/make general observations of facilities/structures This job has been identified as physically demanding and will require a pre‑employment physical. Must pass a drug test prior to employment for safety‑impact positions. This is a Safety Impact position and will be subject to random drug testing. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within 1 year of hire date.
