The Commercial Sales Validator is responsible for overseeing the verification and validation of all improved commercial real estate sales as well as providing and processing all information necessary for the State of Kansas sales ratio compliance testing. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice (USPAP).

Initial Sales Review and Compliance Reporting.

• Establish contact with the buyer and/or seller involved in transactions to verify its validity in accordance with the required standards and guidelines.
• Review and Quality Control (QC) all improved commercial sales documents for sales validation and regulative compliance.
• Monitor and report midyear and annual PVD sales ratio studies.
• Organize validation appeals in a standard and professional format and submit to PVD in a timely manner meeting set deadlines.
• Maintain open communication with PVD about appealed properties and processes.
• Respond to all requests concerning ratio statistics and validation information.
• Follow and comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide.

Final reconciliation of values and appeals.

• Review all appropriate market information when establishing appraised values.
• Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals.
• Fully explain property values and appraisal process to property owners and/or their representatives.
• Mentor and train less experienced staff on how to conduct valuation appeal meetings.
• Conduct Board of Tax Appeal Hearings both Small Claims and Regular Division when needed.
• Conduct field checks resulting from appeals with property owners or property owner representatives.

Annual appraisal database maintenance.

• Perform on-site inspections of all property characteristic data of improved sold properties.
• Review and quality control any property sales validation inspections done by other staff.
• Complete all processes necessary to update and record all improved property sales verifications.

Minimum Qualifications: High school diploma or equivalent. Three years of mass appraisal experience. Has successfully completed the following courses: Association of Assessing Officers (IAAO) Course 101 Fundamentals of Real Property Appraisal, IAAO Course 102 Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law. Must successfully pass the following courses within three (3) years of hire date. IAAO Course 112 – Income Approach to Valuation II, IAAO Course 300 Fundamentals of Mass Appraisal, IAAO Course 331 – Mass Appraisal Practices and Procedures, Personal Property and Assessment, Orion Introduction and Review of Basic Functionality, Orion Sales File Development. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications: Five years of mass appraisal experience. Bachelor’s degree from an accredited college or university in Urban Planning, Real Estate, Accounting, Economics, Business Administration, or a related field. Have one of the following professional designations: Residential Evaluation Specialist (RES), Mass Appraisal Specialist (MAS), Registered Mass Appraiser (RMA), Assessment Administration Specialist (AAS), or Certified Assessment Evaluator (CAE).
