Through community conferencing, circle processes, and professional development programs, we support people of all ages in creating accountable, healing-centered approaches to justice. Position Summary The Director of Programs leads RRB's program portfolio and ensures that Community Conferencing, circle-based programming, the Neighborhood Healing Hub, and learning offerings are delivered reliably, equitably, safely, and with measurable impact. Reporting to the Executive Director, this position supervises program managers, coordinates practitioner capacity, establishes quality and data-review systems, strengthens referral and community partnerships, and translates learning into program improvements and sustainable growth. Key Responsibilities Program Portfolio Strategy & Performance Translate organizational strategy into an integrated program portfolio with clear annual outcomes, quarterly priorities, calendars, staffing plans, budgets, and success measures. Set and monitor program standards and targets across conferencing, circles, learning offerings, referral pathways, and the Neighborhood Healing Hub. Maintain a portfolio dashboard covering delivery, referrals, participation, practitioner capacity, timeliness, quality, equity, outcomes, and data completeness. Lead monthly portfolio reviews, quarterly learning reviews, the midyear reset, and annual program planning; assign corrective actions and track completion. Program Quality, Safety & Restorative Practice Establish and maintain consistent protocols for intake, preparation, facilitation, documentation, follow-up, closure, accessibility, confidentiality, and escalation. Review program and case-quality samples; conduct or coordinate observations and document coaching, corrective action, and evidence-informed improvements. Ensure programs reflect restorative principles, participant dignity, cultural responsiveness, voluntary participation where applicable, trauma-responsive practice, and appropriate safety planning. Identify and resolve delivery, referral, scheduling, access, participant-experience, and cross-program coordination barriers. People Leadership & Practitioner Development Supervise the Restorative Program staff and Conferencing staff through regular supervision, clear expectations, development planning, feedback, and performance accountability. Coordinate recruitment, onboarding, qualification, assignment, consultation, observation, coaching, utilization, retention, and backup coverage for circle and conference keepers. Assess staff and contractor workload, capacity, role clarity, and support needs; escalate or resolve gaps that threaten quality or timely delivery. Build a collaborative, equitable, learning-centered program culture grounded in restorative accountability and reliable follow-through. Data, Evaluation & Organizational Learning Define required program data and reporting standards and ensure timely, complete, accurate records across relevant systems and files. Analyze participation, referral flow, completion, timeliness, outcomes, agreement follow-through, participant feedback, equity, and practitioner-capacity trends. Facilitate quarterly learning reviews and convert findings, staff insight, and partner feedback into documented program improvements. Develop clear program narratives and validated results for leadership, board, funder, partner, and community reporting. Partnerships, Growth & Resource Stewardship Cultivate dependable relationships with referral sources, schools, public agencies, community organizations, funders, and other program partners. Establish partner communication and feedback rhythms; clarify referral expectations, responsibilities, service capacity, and follow-up. Develop replicable program models, calendars, staffing and practitioner-capacity plans, and resource requirements for responsible growth. Manage program resources within approved budgets and contribute program expertise, data, outcomes, and narratives to proposals, reports, contracts, and board materials. Measures of Success Approved programs launch on schedule and are delivered reliably against agreed targets, quality standards, and partner commitments. Portfolio dashboards and monthly reports are timely, complete, and used to make decisions and track corrective actions. Program managers receive consistent supervision, clear direction, useful feedback, and the support needed to meet expectations. RRB maintains sufficient qualified keeper capacity, dependable assignment coverage, documented coaching, and strong practitioner retention. Quarterly learning reviews produce measurable improvements in access, participant experience, quality, equity, outcomes, or efficiency. Program data and narratives support accurate grant, board, partner, and community reporting and responsible FYE28 planning. Qualifications At least five years of progressively responsible experience in nonprofit program leadership, restorative justice, community-based services, education, youth development, conflict transformation, or a related field. Demonstrated success supervising staff, supporting contracted practitioners, and leading a multi-program portfolio with clear goals, calendars, budgets, and accountability systems. Strong knowledge of program design, implementation, quality assurance, evaluation, data-informed improvement, and participant-centered practice. Experience building partnerships with community organizations, schools, public agencies, funders, or referral sources. Excellent written and verbal communication, facilitation, coaching, relationship-building, and conflict-navigation skills. Strong judgment and the ability to manage competing priorities, assess risk, solve operational problems, and maintain confidentiality. Demonstrated commitment to racial equity, restorative justice, and community-centered leadership. Bachelor's degree or equivalent combination of relevant education and experience; advanced degree in social work, education, public administration, nonprofit management, conflict resolution, or a related field preferred. 30/60/90-Day Onboarding and Performance Plan The new hire will follow a 30/60/90-day onboarding and performance plan designed to build knowledge, independence, and accountability over the first three months. First 30 Days: Learn RRB's restorative model, program portfolio, systems, budgets, and internal processes. Meet program managers, practitioners, and key partners; review calendars, reporting requirements, and quality standards. Identify initial priorities with the Executive Director. By 60 Days: Independently lead recurring program oversight with minimal support, including manager supervision, program calendar coordination, practitioner capacity planning, partnership follow-up, and data review. Maintain a portfolio dashboard and implement agreed improvements. By 90 Days: Confidently lead the program portfolio with limited supervision, ensuring reliable delivery, accurate reporting, effective manager and practitioner support, and coordinated partnerships. Present program results, risks, and a next-quarter plan to the Executive Director. Work Schedule & Environment This full-time, Baltimore-based role combines hybrid and on-site work. The Executive Director coordinates scheduling and remote-work arrangements based on organizational needs. In-person work includes program activities, supervision, practitioner development, and community or partner meetings, as applicable.
