Business Subject Matter Expert

Scope of Work
- Serve as a User Acceptance Testing (UAT) Business Subject Matter Expert (SME) for the Marketplace modernization project.
- Provide advanced UAT support for eligibility, enrollment, and Marketplace operations.
- Validate that system functionality aligns with business requirements, policies, and operational processes.
- Collaborate with business, product, technical, and vendor teams in Agile and traditional project environments.
- ct as a subject matter expert in:
- Test planning
- Test design
- Test execution
- Defect management
- Continuous process improvement
- Review and analyze:
- Business requirements
- User stories
- Use cases
- Process flows
- cceptance criteri
- Maintain and update the Requirements Traceability Matrix (RTM).
- Design, develop, and maintain:
- UAT test cases
- Test scenarios
- Test suites
- Test dat
- Develop and contribute to UAT test plans including:
- Testing scope
- Testing approach
- Environments
- Schedules
- Resource planning
- Risk assessments
- Execute manual UAT testing and document:
- Test evidence
- Results
- Validation outcomes
- Issues and discrepancies
- Participate in test case review sessions.
- Identify automation opportunities and collaborate with automation engineers.
- Perform regression testing and validate defect fixes.
- Conduct exploratory testing and ad-hoc validation.
- Log, track, and retest defects using JIRA .
- Perform integration testing across:
- Systems
- PIs
- Interfaces
- Services
- Support:
- Performance testing
- Security testing
- ccessibility testing
- Prepare and manage test data for UAT cycles.
- Validate UAT readiness, including:
- Requirements
- Environments
- Test tools
- Data availability
- Participate in defect triage sessions.
- ssist in prioritizing defects based on:
- Severity
- Business impact
- Risk
- Mentor and support business SMEs participating in UAT.
- Develop UAT:
- Best practices
- Templates
- Documentation
- Training materials
- Prepare daily and weekly test status reports and metrics.
- Participate in Agile ceremonies, including:
- Sprint Planning
- Backlog Refinement
- Daily Stand-ups
- Sprint Reviews
- Retrospectives
- Support release readiness assessments and Go/No-Go decisions.
- Collaborate with automation teams and learn automation concepts where applicable.
- Identify opportunities to improve UAT processes and cross-team collaboration.
- Validate end-to-end business workflows from a business SME perspective.
- Ensure system outputs comply with Marketplace policies, operational workflows, and regulatory requirements.
- Strong knowledge of:
- User Acceptance Testing (UAT)
- Software Development Life Cycle (SDLC)

- Experience analyzing business and technical requirements.

- Experience with:
- State-Based Marketplaces (SBM)
- State-Based Marketplace using the Federal Platform (SBM-FP)
- Strong knowledge of:
- CA Marketplace policies
- Eligibility and enrollment processes
- Plan management
- ccount transfers
- Redeterminations
- Consumer assistance
- Experience integrating Marketplace operations with Medicaid systems.
- Understanding of:
- MAGI eligibility rules
- Coordinated eligibility
- Data exchange processes
- Knowledge of Marketplace interactions involving:
- Insurance carriers
- Enrollment partners
- ssister programs
- Call center operations
- bility to translate Marketplace policies, CMS guidance, and regulatory requirements into business rules and UAT scenarios.
- Experience working in a Health Insurance Exchange (HIX) environment.
- Experience supporting State-Based Marketplace implementations or migrations.
- dvanced understanding of:
- Marketplace eligibility
- Enrollment workflows
- Plan management
- ccount transfers
- Consumer assistance
- Experience integrating Marketplace systems with Medicaid eligibility platforms.
- Knowledge of ACA regulations, including:
- PTC
- CSR
- Special Enrollment Periods (SEP)
- Federal reporting and compliance
- Experience with test automation tools such as:
- Selenium
- Playwright
- Robot Framework
- Experience managing complex UAT test data.
- Background in Business Analysis or broader Quality Assurance disciplines.
- Bachelor's degree in:
- Computer Science
- Information Technology
- Business
- Related field
- 10+ years of experience as a Business Subject Matter Expert, Business Analyst, QA/UAT Lead, or related technical/functional role.
