JOB TITLE Cost Estimator GOVERNMENT AGENCY & LOCATION NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. JOB SUMMARY Provide services in support of the overall operational objectives of Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) and its effort to provide facilities and engineering support to Naval Support Activity (NSA) Bahrain and its areas of responsibilities. Primary duties are to provide planning, estimating, scheduling, engineering, project management and administrative services with a primary work location at NSA Naples (Capodichino) but with temporary travel trips to NSA Bahrain. NSA Bahrain is comprised of four (4) installations known as NSA 1, NSA 2, NSA 3 and Isa Air Base. RESPONSIBILITIES Be a U.S Citizen Have a valid driver's license EDUCATION and EXPERIENCE REQUIREMENTS Certification as a Certified Cost Professional (CCP) issued by AACE International, registration as a Tri-Service Cost Consultant, or equivalent recognized construction cost estimating credential is desirable. Minimum of 5 years of professional construction cost estimating experience is required. Experience shall include accepted cost estimating practices for new construction, renovation, repair, demolition, maintenance, and construction contract modification estimates. Completion of formal education or technical training in construction management, architecture, engineering, cost estimating, quantity surveying, business, economics, or a related field is desirable. A degree from an accredited college or university is preferred; however, the position is cost-estimator oriented and shall emphasize demonstrated hands-on experience with facility construction methods, labor, material, equipment, subcontractor pricing, construction sequencing, and market pricing conditions. Desired the candidate have 3 to 5 years of prior work experience in the design and/or construction fields in addition to cost estimating experience. Professional knowledge and skill in applying analytical and evaluative methods and techniques to prepare construction cost estimates for a wide range of shore-based facilities and military construction project types. Skill in adapting analytical and investigative techniques and cost-related criteria to conduct analysis of requirements for cost, labor, material, equipment, subcontractor, and supplier pricing for facility construction projects. Knowledge of facility construction activities, construction methodologies, construction sequencing, prime contractor and subcontractor relationships, supplier markets, fabrication considerations, and local market conditions needed to develop, evaluate, and advise on construction cost estimates and construction contract change orders. Professional knowledge of established cost estimating concepts, theories, principles, practices, computer system applications, and methodologies necessary to plan, develop, review, and validate conceptual, parametric, detailed, comparative, and modification estimates. Knowledge of Department of Defense (DoD), Department of the Navy (DON), and NAVFAC cost estimating criteria, policies, procedures, and guidance applicable to planning, design, construction, procurement, contract modifications, and construction cost control. Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting cost estimating throughout the NAVFAC EURAFCENT Area of Responsibility (AOR), including projects located outside the continental United States when assigned. Knowledge of related architectural and engineering disciplines and their associated cost impacts, including the ability to recognize scope gaps, quantity discrepancies, constructability issues, design assumptions, and discipline-specific cost drivers. Knowledge and experience with Microsoft Office products, Autodesk or similar design-viewing software, cost estimating software, and applicable DoD/DON computer systems used by the Command, including, MII/MCACES, RSMeans, PACES, and other estimating or project management tools. Ability to differentiate between detailed direct and indirect project costs in accordance with applicable Work Breakdown Structures (WBS), including Uniformat II and MasterFormat, and to organize cost data by discipline, system, facility, feature of work, or contract line item as required. Ability to obtain, evaluate, and document current market data through supplier quotations, contractor input, historical cost data, surveys, reports, interim or completed drawings, specifications, and other cost references to support a defensible Basis of Estimate. Ability to produce written results of analysis, consolidate findings of others, develop Basis of Estimate narratives, prepare quality control comments, evaluate recommendations and facts, and provide cost-related recommendations to project teams and NAVFAC leadership. Ability to communicate effectively and make oral presentations of cost estimates, estimate assumptions, market conditions, risks, and results of studies to project managers, design managers, contracting personnel, Supported Commands, A/E firms, contractors, and leadership. Knowledge of budgeting, planning, and project management techniques, including the ability to coordinate cost estimate contributions from multiple disciplines and support cost alignment through design development and construction execution. Provide independent, timely, and professional construction cost estimating support, services, and consultation for the planning, design, construction, repair, maintenance, demolition, space utilization, and facilities development of facilities for the Navy, Marine Corps, and other Supported Commands. Support includes minor works projects, specific projects, special projects, military construction (MILCON), demolition, maintenance, space utilization, and facilities development. Knowledge of facility construction processes, construction methodologies, subcontractor, prime contractor, supplier relationships, and current market conditions, the Cost Estimator shall develop, review, reconcile, and advise on construction cost estimates for new construction, renovation, and improvement projects for a variety of military construction and shore facility projects. Estimates shall consider labor, materials, equipment, subcontractor costs, direct and indirect costs, markups, escalation, contingency, phasing, logistics, productivity, location factors, and other project-specific cost drivers. Participate in project conferences, design workshops, estimate reviews, and meetings with project stakeholders. Collaborate with project managers, design managers, engineers, architects, contracting personnel, Supported Commands, A/E firms, contractors, vendors, consultants, and other project team members to ensure estimates are aligned with project scope, drawings, specifications, schedules, constructability assumptions, market conditions, and contract requirements. Support contracting and construction activities by preparing and reviewing cost estimates for base bids, additives, bid options, contract changes, claims, and modifications. When requested, the Cost Estimator shall analyze contractor cost proposals, develop cost analysis and negotiation support, and assist the Government in determining whether proposed costs are fair and reasonable. Prepare, review, and reconcile Independent Government Estimates (IGEs), planning estimates, budgetary estimates, parametric estimates, detailed quantity take-offs, design milestone estimates, construction contract modification estimates, and rough order of magnitude (ROM) estimates as required by the project phase and level of available design information. Develop construction costs by analyzing labor, material, equipment, subcontractor, and supplier requirements using cost estimating principles, project drawings, specifications, studies, surveys, reports, historical data, market data, and applicable cost references. Prepare and maintain a clear Basis of Estimate that documents scope, source of quantities, pricing basis, assumptions, exclusions, escalation, contingency, markups, productivity, location factors, logistics, phasing, risk considerations, and other project-specific cost drivers. Communicate with material suppliers, factory representatives, fabricators, contractors, A/E firms, and other market sources, when appropriate, to understand market conditions, obtain pricing input, validate cost assumptions, and identify emerging cost trends affecting construction labor, materials, equipment, subcontractors, and suppliers. Support design workshops and project development by providing construction cost estimates during concept development, design evolution, design submissions, and project revisions. The Cost Estimator shall identify cost impacts associated with design alternatives, constructability issues, scope changes, and schedule requirements. Review A/E cost estimates, contractor proposals, and supporting cost data for completeness, reasonableness, accuracy, scope alignment, quantity consistency, pricing basis, markups, escalation, contingency, and compliance with applicable cost estimating criteria and project requirements. Support solicitation and award activities by identifying cost considerations for base bids, bid options, additives, deductives, definable features of work, and areas of construction or repair that may affect pricing, competition, or bid evaluation. Support contract change order and modification development by preparing or reviewing cost estimates, analyzing contractor cost proposals, supporting pre-negotiation objectives, and assisting the Government during negotiations to ensure proposed costs are fair and reasonable. Participate in quality control and quality assurance reviews of construction cost estimates to verify compliance with applicable cost criteria, identify possible misrepresentations or inconsistencies in bid documents, reduce the risk of costly change orders, and support timely project execution. Coordinate with technical disciplines to compile, organize, and validate costs for unique construction features and discipline-specific scopes.
