Eligibility Specialist

As an Eligibility Specialist, you will oversee a caseload of Child Care Assistance (CCA) customers to ensure positive employment outcomes. Position is responsible for, but not limited to, consumer education, customer intake, eligibility determination for the waiting list, child care transfers, attendance follow-up, parent share of cost reductions, suspensions, and managing adverse actions that reduce or terminate services.

Position will be accountable for adhering to strict policy standards that includes timely processing of information. Time management, attention to detail, and the ability to transpose data from paper to the computer quickly and accurately is critical for this position.

Contacting customers will be necessary to gather necessary information and explain outcomes, and customer rights and responsibilities. Must be able to communicate effectively and terminate services when applicable. Attention to detail and a positive attitude are keys to success in this position.

Position Responsibilities/ Job Functions

• Determine Eligibility: Determine eligibility, maintain, and complete all eligibility records for case files, including eligibility screening, assessment of family needs, assessing of parents share of costs, and processing of appropriate enrollment forms. Must adhere to state and local policies, and accurately determine eligibility based on confidential financial documentation. Must be able to discontinue services when necessary.
• Processing work: Process eligibility paperwork, drops, and transfers and maintain customer database accurately within the required timeframe of eligibility determination as established by funding sources. Must be able to manage a high volume of case files and data entry daily.
• Customer Service/ Consumer Education: Educate and offer solutions. Be able to interpret and communicate state and local policies and procedures to customers in an understandable manner. Educate new customers coming into program. Offer solutions for other related issues customers might be facing example; if they are not eligible, offer other alternatives.
• Other Duties as assigned: Will provide backup support for team members.

Education: High School Diploma or equivalent, Associates degree preferred, Child Development experience a plus.

Experience: 1 year of experience in non-profit, government, or workforce development programs with direct experience in eligibility determination is preferred. General office work is acceptable.

Skills/Abilities: Must be able to adapt to frequent policy changes and show flexibility; Must have above average critical thinking and problem-solving skills, and be results driven. Ability to accurately interpret and understand customer correspondence; Must have excellent task management skills, which include organization, attention to detail, time management, multi-tasking, and prioritizing work; Strong computer skills proficiency in Microsoft Word and Microsoft Excel required; Strong written and verbal communication skills required.

Excellent organizational skills required; Must promote a positive work environment and have prompt and regular attendance required; Must possess outstanding business ethics.

Equipment Used: Computer, Telephone headset, fax, scanner, and all office equipment

Travel: Travel required. Must have reliable transportation; valid Texas drivers license, proof of liability insurance and driving record acceptable to CCGs automobile liability insurance carrier.

Physical Demands /Work environment:

Physical: work requires normal physical effort, must be able to lift up to 25 pounds.

Cognitive/Mental: visual attention, manual dexterity or coordination.

Environment: typical office environment may include nights and weekends.

Contacts: position has daily contact with customers from the community at large and with local funders and Federal/State funding agencies.
