Emergency Response/ COOP/ Safety Specialist - Washington DC

Job Description Emergency Response/COOP/Safety Specialist. Reports to the Customer and Project Manager. Clearance type: Active Top Secret. Work location: Washington D.C. Metro Area (On-site only). Summary of Duties Active Shooter program development, implementation, training delivery, and coordination of CPR/First Aid and AED training. Create, revise, disseminate, deliver, and track training and implement emergency response plans and awareness programs such as the Occupant Emergency Plan, COOP Plan, and Active Shooter. Conduct COOP program evaluations monthly and annually. Apply analytical methods to analyze emergency response and preparedness data and develop reports using standardized methodologies and templates. Train Occupant Emergency Plan team members on proper radio use, procedures, and processes. Coordinate the Annual National Emergency Preparedness Event with federal, state, local, and non‑governmental organizations to present health, safety, and emergency preparedness information. Communicate complex ideas and issues, orally and in writing, clearly, correctly, and timely. Take meeting notes independently, compose briefing/meeting summaries or minutes, and distribute them to appropriate personnel. Provide advice and guidance consistent with appropriate guidelines. Maintain inventory of emergency rations, water, first aid kits, and safety supplies. Required Qualifications Active Top Secret clearance (no exceptions). Minimum of one year emergency response/COOP/safety experience, such as developing and implementing Occupant Emergency Plans, continuity plans, or other preparedness or emergency response activities. Minimum high school diploma or GED equivalency. Minimum age 21. U.S. citizenship. Working knowledge of the Incident Command System (ICS). Completion of the following courses: ICS 100b, ICS 200b, IS 546a, IS‑547a. Demonstrable proficiency in reading, writing, and speaking English, including the ability to construct clear, concise, accurate, and detailed reports. Demonstrate courtesy, respect, and impartial enforcement of directives. Exhibit honesty, integrity, good judgment, courage, alertness, and self‑reliance. Interact tactfully and positively with stakeholders while maintaining poise and self‑control during stressful events and incidents. Demonstrate poise, self‑confidence, and sound decision‑making. Learn and adapt to changing situations. Understand and apply printed rules, directives, detailed orders, instructions, procedures, and training materials. Remain drug free for the duration of employment. Have a valid driver’s license. Be able to sit, stand, walk, run, and lift items weighing up to 50 lbs. Preferred Experience Completion of ICS 300: Intermediate IC for Expanding Incidents. Completion of E/L/G 548: Continuity of Operations Program Managers T‑T‑T Course. Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Visio, Publisher). Working Conditions Able to sit and work at a computer keyboard for extended periods.
