Transportation Engineering Permit Tech Supervisor Job Location: 4510 - NORTHWEST DISTRICT 1109 Commerce Dr Prescott, AZ 86305 Posting Details: Salary: $68,140.59 Grade: 22 Closing Date: August 24, 2026 Job Summary: This position is responsible for the administration of multiple permit programs for a specific geographic area. This position also assures all program parameters are met and work is performed in compliance with the applicable laws, rules, regulations, and standards. Supervises, assigns, monitors, and checks the work of employees; develop an efficient, effective, and responsive work team. Enforces statute by monitoring and enforcing removal of illegal encroachments while issuing a variety of permits which define the requirements for use of state highways for all uses other than travel by the public. These include permits for physical encroachments in the Right-Of-Way, varying from utilities to widening of the roadway, construction of entrances to major developments. This position will require travel to other units. Job Duties: Supervises, manages, and schedules work activities of subordinate personnel; complete personnel documentation, approve time sheets, approve travel, and leave. Prepare staffing proposals or recommendations for additional resources. Oversee daily operations of the Permit Office by performing evaluations, coaching staff, initiating personnel actions, assigning, reviewing work, and attending meetings. Conducts/oversees field staff monitoring of permitted work. Conducts regular field/site visits and final field inspections to ensure permit compliance. Grant extensions of time, addendum to the work, and issues letters of acceptance for the completed work. Provide technical assistance in determining compliance. Will drive a state vehicle in the course and scope of state business. Reviews permit submittals for compliance with ADOT Standards and Specifications. Evaluates proposed work for compliance with federal highway access control, hydrologic, traffic engineering, Right of Way laws, regulations, policies, and statues. Performs site inspections, coordinates multidisciplinary reviews, and consults Civil Engineers as appropriate. Meets with public & private sectors to explain permit and plan submittal requirements relating to access, drainage, traffic engineering, and environmental issues. Prepares permits citing specific requirements from the Standard Specifications and Standards drawings. Assure all supporting documents are part of the permit. Distributes permit to all appropriate parties. Responds to customer and reviewers assuring that direction provided by different reviews are not 5 conflicting. Conducts preliminary field reviews for permit requests and investigates reported/discovered Right-Of-Way encroachments to determine technical aspects of violation and make recommended corrections. May issue notice of encroachment violations. Conduct research for the Attorney General's Office regarding litigation reviews. Review and assess preliminary construction plans to determine impact on Right-Of-Way issues including legal access, requirements for additional access permits, and utility conflicts. Performs review of all planning and zoning requests for a geographical district. Represents the agency at local government coordination meetings, participates in quality improvement initiatives, attends meetings with agency personnel, consultants, and customers, prepares District and State Engineer reports, and researches issues by collaborating with the public, industry representatives, agencies, and legal staff. Knowledge, Skills & Abilities (KSAs): KNOWLEDGE OF: Google Suite application, Adobe Acrobat, ADOT Permit Database, ROAD Portal, Right of Way, and highway maps, and engineering plan reading. Design principles & practices of civil engineering as applied to construction projects, utility engineering, and development projects. Construction principles & practices of civil engineering as applied to construction projects, utility engineering, and development projects. Statutes, administrative rules, standards, guidelines, and policies pertaining to permits, and subsurface utility engineering. Temporary and Permanent Traffic Control, ADOT Traffic Design Guidelines, and AZ Blue Stake (811) requirements. Environmental requirements, and clearances. Tools, equipment, and materials used for highway construction and utility installations. SKILLS IN: Written and verbal communication including depositions and testimony in a court of law.- Organizing and prioritizing work assignments.-Research & analyze programs, databases, and external sources.-Interpreting field inspection data and diaries. Field monitoring of temporary traffic control plans. Interpersonal relationships & customer service as applied to members of the public, agency and local governments. Decision making, and handling complex permit types. Research assessor's databases, property records, and GIS systems. ABILITY TO: Work with all customers and develop relationships with members of the public & private sectors. Ability to resolve internal and external conflicts with customers and staff. Visualize impact of proposed encroachments and determine possible mitigations needed. -Manage, mentor and train staff members in permit related issues. Review and approve plans for all business types of permits. Develop standard work and process improvements for team members on a statewide platform. Decision making skills and the ability to multi-task and on a variety of permits issues and projects with critical deadlines. Monitor, organize, prioritize, and track work assignments. Ability to be proactive and not reactive to constantly changing priorities. Selective Preference(s) High school diploma or GED preferred. Previous permit processing experience preferred. Engineer plan & Right of Way map reading skills, construction management or construction inspection, and previous experience supervising or managing a team. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
