Headquartered in Boston, Veolia has more than 10,000 employees working at more than 350 locations across North America.Job DescriptionPosition Purpose:The Vice President of Rates is a senior executive leader responsible for developing and executing multi-jurisdictional rate strategies across Veolia's regulated water and wastewater utility operations. This role drives the company's regulatory and financial performance by leading all aspects of rate case development and regulatory filings that enable recovery of capital investments and support long-term financial sustainability. The VP of Rates serves as the principal advisor to the Executive Leadership Team on rate strategy, tariff design, regulatory risk, and financial outcomes. By operating with a collaborative mindset and integrating rate strategy across the company's key business functions, this leader drives alignment and execution — playing a critical role in positioning Veolia for constructive regulatory outcomes that support its infrastructure investment priorities and commitment to delivering safe, reliable, and affordable water services to the communities it serves.Primary Duties/Responsibilities:Lead the development and execution of multi-jurisdictional rate strategies aligned with the company's capital investment priorities and long-term regulatory outlook.Oversee all aspects of rate case development and regulatory filings — including revenue requirement models, cost of service studies, and rate design proposals — ensuring accuracy, consistency, and defensibility of all submissions.Develop and maintain a multi-year rate case calendar and regulatory filing roadmap aligned with the company's capital investment and financial planning priorities.Lead analysis related to infrastructure programs, PFAS and environmental compliance investments, and other major regulatory cost drivers.Advise the Executive Leadership Team on rate strategy, regulatory risk, tariff design, and financial outcomes, translating complex regulatory dynamics into clear strategic guidance.Serve as the primary Rates liaison to Legal and Regulatory Affairs in developing and executing regulatory strategies that achieve constructive outcomes before state commissions.Partner with Finance, Engineering, Operations, and Customer Services to integrate rate strategy with capital planning, operating priorities, and business objectives.Establish rigorous processes, governance standards, and internal controls for rate case preparation, data integrity, financial modeling, and filing readiness.Monitor regulatory trends, rate mechanisms, policy developments, and industry best practices to proactively inform rate strategy.Track and report on rate case outcomes, revenue recovery performance, and regulatory lag impacts, providing actionable insights to senior leadership.Build, lead, and develop a high-performing Rates team, fostering a culture of technical excellence and accountability, with clear performance expectations, development plans, and succession planning for all direct reports.Work Environment:This position is preferably based at Veolia's corporate offices in Paramus, NJ, with flexibility for other Veolia office locations or remote arrangements for the right candidate.QualificationsEducation/Experience/Background:Bachelor’s degree in Finance, Accounting, Economics, Business, Engineering, Public Policy, or related field.MBA or advanced degree preferred.10+ years of experience in water, wastewater, electric, gas, or another regulated utility sector required.Multi-jurisdictional regulatory experience required.Knowledge/Skills/Abilities:Deep expertise in utility rate making, regulatory filings, revenue requirements, cost of service, and rate design across regulated utility environments.Demonstrated experience leading general rate cases from development through filing and commission approval across multiple jurisdictions.Strong understanding of regulated utility financials, capital recovery, rate base, depreciation, O&M, taxes, working capital, and regulatory mechanisms.Advanced financial modeling, analytical, and problem-solving skills.Proven ability to direct the preparation and review of testimony, schedules, workpapers, discovery responses, and regulatory filings, ensuring accuracy, consistency, and defensibility.Strong executive communication skills with the ability to translate complex technical and financial concepts clearly for diverse audiences, including regulators, executives, and legal counsel.Ability to lead cross-functional teams through complex, deadline-driven processes.Track record of developing talent, building organizational capability, and driving sustained team performance.Detail-oriented and technically credible, with the strategic vision and structured thinking to anticipate regulatory challenges and position the company for long-term success.Calm and disciplined under pressure, comfortable operating in ambiguity while creating clarity for others.Collaborative, but willing to make recommendations and own decisions.Skilled at influencing senior leaders, regulators, attorneys, consultants, and cross-functional partners.Required Certification/Licenses/Training:CPA, CFA, or related professional credentials are strongly preferred.Physical Requirements:The role requires regular travel to state operations, regulatory commission proceedings, and industry conferences and meetings.Additional InformationPay Range: $215000 to $289000 Per Year.Benefits: Veolia’s comprehensive benefits package includes paid time off policies, as well as health, dental, vision, life insurance, savings accounts, tuition reimbursement, paid volunteering and more.
