DMG offers a full-line of specialized products and services to respond to the urgent needs associated with global Incident Response, including large‑scale turn‑key base camp operations for Disaster Response, Medical Facilities, Military, and Industrial applications internationally. Position Summary Disaster Management Group is seeking an experienced Cost Estimator to support federal, state, and municipal contracting efforts through the development of accurate and defensible project pricing. This position prepares detailed construction and infrastructure estimates used for budgeting, proposal development, project planning, and contract execution. The successful candidate brings extensive experience in government procurement environments, construction estimating, and cost analysis across multiple trades and project types. The role requires evaluating drawings, specifications, statements of work, subcontractor pricing, labor requirements, and market conditions to develop comprehensive cost projections that support operational and business objectives. The Cost Estimator works closely with leadership, project management teams, engineers, subcontractors, and agency representatives to ensure pricing strategies align with scope requirements, schedule expectations, and contractual obligations. This position is primarily office‑based with occasional project site visits. Cost Development & Estimating Produce complete cost estimates for construction, facility improvement, infrastructure, and government‑funded projects. Develop conceptual, preliminary, and final pricing packages based on project scope, technical documentation, and procurement requirements. Review plans, specifications, and statements of work to determine material quantities, labor requirements, equipment utilization, and subcontractor scope. Prepare quantity calculations and cost analyses for multiple construction disciplines including civil, structural, architectural, mechanical, and electrical work. Analyze labor productivity, market pricing, escalation factors, indirect costs, and risk exposure to support accurate pricing models. Prepare independent cost estimates, Rough Order of Magnitude (ROM) budgets, and proposal pricing submissions. Evaluate subcontractor and vendor quotations to confirm completeness, compliance, and competitiveness. Government Contract & Proposal Support Support proposal and bid preparation activities for public sector opportunities. Assist with pricing narratives, Basis of Estimate (BOE) documentation, and supporting financial analysis for government solicitations. Ensure pricing methodologies align with applicable federal contracting standards, including FAR/DFARS requirements and prevailing wage regulations when applicable. Participate in pricing reviews, customer discussions, and internal proposal evaluations. Support contract modifications, change order pricing, and ongoing project cost forecasting activities. Project Coordination & Operational Support Collaborate with project managers, engineers, operations personnel, and customers to clarify project scope and technical requirements. Support project execution through timely and accurate estimating deliverables. Review estimating assumptions and validate pricing inputs to ensure consistency and quality across submissions. Conduct periodic field reviews or project walk‑throughs to verify existing conditions and improve estimate accuracy. Monitor industry trends, labor markets, and material pricing to maintain current estimating data and forecasting assumptions. Documentation & Process Management Maintain organized estimating files, pricing records, historical cost information, and project documentation. Contribute to the development and refinement of internal estimating procedures, templates, and cost databases. Track deliverables and manage multiple estimating assignments within established deadlines. Perform additional duties as assigned in support of business operations and project delivery. Required Qualifications Education Bachelor’s degree in Engineering, Construction Management, Business, Finance, Mathematics, Operations Analysis, or related discipline preferred. Relevant professional experience may be considered in lieu of formal education. Experience Minimum of 10 years of professional estimating experience supporting construction, infrastructure, and industrial projects in a government contracting sector. Demonstrated experience preparing estimates for federal, state, or municipal contracts. Experience supporting Department of Defense (DoD), Department of Energy (DOE), U.S. Army Corps of Engineers, or similar agencies preferred. Background in facilities, infrastructure modernization, disaster recovery, or industrial construction environments is highly desirable. Knowledge, Skills & Technical Capabilities Strong understanding of construction pricing methodologies and cost development principles. Ability to interpret engineering drawings, technical specifications, and contract documentation. Experience developing detailed labor, material, equipment, subcontractor, and indirect cost estimates. Familiarity with cost databases, proposal systems, and integrated project software applications. Advanced analytical and problem‑solving skills with strong attention to detail. Excellent written and verbal communication abilities. Ability to manage multiple deadlines and work independently in a fast‑paced environment. Proficiency with Microsoft Office applications including Excel, Word, and Outlook. Additional Requirements U.S. Citizenship required. Ability to obtain and maintain project‑specific government clearances or credentials as needed. Valid driver’s license required. Ability to communicate effectively in English, both verbally and in writing. Preferred Qualifications Experience with IDIQ, MATOC, task order, and firm‑fixed‑price contracting environments. Familiarity with Earned Value Management (EVM) principles and project controls. Professional certifications such as Certified Professional Estimator (CPE), PMP, or similar credentials are a plus. Experience supporting Department of Defense (DoD), Department of Energy (DOE), Army Corps of Engineers, or similar agencies. Work Environments & Physical Requirements This role is primarily performed in a professional office setting with occasional travel or field visits in support of project evaluations and estimating activities. Extended periods of computer and desk work. Frequent review of technical drawings, specifications, and electronic documentation. Occasional lifting of materials or equipment up to 20 pounds. Site visits may require walking active construction or industrial environments. Personal Protective Equipment (PPE) may be required during field activities.
