TITLE: Program Supervisor

REPORTS TO: Regional Director of Operations

LOCATION: Merced, CA

EMPLOYMENT TYPE: Full-Time, Non-Exempt Employee

Career Team is seeking a Program Supervisor to provide operational leadership and oversight for the Merced program. This role is responsible for ensuring strong day-to-day program performance, effective service delivery, staff support, and alignment with contractual requirements and performance goals.

The Program Supervisor will monitor program performance, maintain oversight of key deliverables and compliance requirements, identify and address operational needs, and adjust service delivery strategies as needed to keep the program on track. This position will also support staff through regular check-ins, coaching, problem-solving, and other supervisory responsibilities, including timesheet review and approval.

Working in close partnership with the Team Lead, the Program Supervisor will help create a strong and accountable team environment. While the Team Lead provides hands-on support for daily staff activities and workflow, the Program Supervisor maintains broader oversight of program operations, performance, staff development, and program-level decision-making.

• Partner with the Team Lead to oversee day-to-day program activities and ensure efficient, consistent program operations
• Monitor program performance, identify trends or gaps, and adjust service delivery strategies as needed to support contract goals and participant outcomes
• Track program deliverables and performance requirements, ensuring accurate, timely, and complete reporting
• Review and approve staff timesheets in accordance with established deadlines and policies
• Conduct weekly staff check-ins to provide support, strengthen communication, address concerns, and maintain visibility into overall program health
• Oversee the coordination of participant service packets and monitor spend-down to support timely and appropriate utilization of funds
• Serve as the primary point of contact for the Merced program in the Regional Director's absence, escalating significant issues as appropriate
• Partner with the Team Lead to support staff coaching, case management practices, and case file quality
• Maintain proactive communication with the Regional Director regarding program performance, operational risks, and emerging issues
• Ensure required documentation, case notes, and report are accurate, thorough, timely, and properly maintained within the designated data management system
• Demonstrate a "ZAG" mindset by approaching challenges with creativity, adaptability, initiative, and a solutions-focused approach
• Perform other duties and support special projects as needed to advance the success of the program

The Ideal Qualifications for this Position Include:

• Bachelor's degree in a related field preferred, or an equivalent combination of education and relevant professional experience
• Minimum 2–3 years of experience in workforce development, case management, human services, or a related field
• Previous supervisory, team lead, or staff coaching experience strongly preferred
• Working knowledge of WIOA program requirement, performance expectations, documentation, and compliance standards preferred
• Strong organizational and time-management skills, with the ability to effectively manage competing priorities, deadlines and program deliverables
• Ability to exercise sound independent judgement, problem-solve, and make appropriate program-level decisions
• Strong interpersonal, written and verbal communication skills, with the ability to effectively engage staff, participants, partners, and leadership
• Demonstrated ability to identify challenges, take initiative, and follow through on solutions
• Proficiency with case management and workforce systems, including CalJOBS or similar platforms, as well as standard office software
• Ability to maintain confidentiality and handle sensitive participant, personnel, and program information with professionalism.
• Valid driver's license and ability to travel locally as required to support program operations

Salary: $70,000 - $75,000
