Public Records Act Specialist

We are partnering with a California university seeking an experienced Public Records Act Specialist to provide additional support to its Records and Information Management team on a fully remote contract basis. Due to the increasing complexity of the matters the team is handling, the client is seeking a seasoned professional with significant direct California Public Records Act experience who can independently manage requests, exercise sound judgment, and identify and flag legal issues as they arise. This individual will join an established public records compliance function managing California Public Records Act (CPRA) and Information Practices Act (IPA) requests involving research records, patient information, personnel matters, litigation-related materials, media inquiries, and other sensitive institutional records. Responsibilities will include managing requests through completion, reviewing and redacting responsive records, evaluating statutory exemptions and disclosure obligations, communicating with requestors and internal stakeholders, and ensuring timely, compliant responses.ResponsibilitiesIndependently manage California Public Records Act (CPRA) and Information Practices Act (IPA) requests from intake through response, production, and closure.Assess, organize, prioritize, and track active requests, including complex, high-risk, or time-sensitive matters, while maintaining accurate documentation and statutory deadlines.Review responsive records, apply statutory exemptions, evaluate confidentiality, privilege, and disclosure requirements, and identify legal or compliance issues requiring escalation.Perform redactions and quality control review involving sensitive records, including personnel, healthcare, research, litigation-related, privileged, and other confidential materials.Exercise independent judgment when evaluating disclosure obligations, exemption applicability, appropriate redactions, and matters requiring further legal review.Draft and coordinate public records communications, including acknowledgment, determination, response, and production correspondence, and communicate directly with requestors to clarify or narrow requests as appropriate.Collaborate with legal, compliance, records management, research, healthcare, and administrative stakeholders to identify, collect, review, and produce responsive records.Manage multiple active requests and competing deadlines with minimal supervision while maintaining accurate and consistent productions.
