SUMMARY:

IPS is a behavioral healthcare company that specializes in outpatient mental health and substance use treatment for adults in socioeconomically diverse populations in Dallas, Ellis, and Kauffman Counties. IPS is a state-funded, non-profit organization, that specializes in the provision of outpatient clinical services for those negatively associated with the criminal justice system. Using empirically validated and evidence-based treatment, IPS strives to ensure the highest level of care for our clients. IPS’ mission is to positively affect change by offering clinical and educational services that assist in reducing adult offender recidivism.

IPS is seeking individuals that are passionate about helping those that struggle with mental illness, substance misuse, homelessness, and forensically involved clientele. We are currently seeking a Clinical Manager of Substance Use Services.

DUTIES AND RESPONSIBILITIES:

The Clinical Manager of Substance Use Services provides strategic clinical and operational leadership for the organization's substance use disorder (SUD) treatment and psychoeducation programs. Reporting directly to the Deputy Operations Officer, this position is responsible for overseeing the delivery of high-quality, evidence-based behavioral health services through individual, group, and interdisciplinary treatment interventions.

The Clinical Manager ensures clinical excellence by promoting best practices, maintaining regulatory and contractual compliance, improving program outcomes, and fostering a culture of accountability, professional development, and continuous quality improvement. This position serves as a member of the leadership team and partners closely with organizational leadership to advance IPS mission while ensuring exceptional client care and operational performance.

Essential Duties and Responsibilities

Clinical Leadership

• Provide clinical leadership and oversight for all substance use disorder and psychoeducation services, ensuring treatment aligns with evidence-based practices and established standards of care.

• Promote the delivery of individualized, trauma-informed, person-centered treatment that supports recovery, engagement, and long-term success.

• Provide consultation and clinical guidance regarding treatment planning, relapse prevention, documentation, crisis intervention, and complex clinical cases.

• Ensure clinical decision-making reflects ethical standards, professional practice guidelines, and applicable state and federal regulations.

Program Operations

• Direct the daily operations of assigned substance use treatment programs to ensure effective, efficient, and high-quality service delivery.

• Monitor productivity, program performance, clinical outcomes, and operational metrics while implementing strategies to improve performance.

• Evaluate workflows and operational processes to maximize efficiency, improve client access, and strengthen program effectiveness.

• Collaborate with executive leadership to establish strategic priorities and implement initiatives that enhance program growth and service quality.

Quality Assurance & Compliance

• Ensure compliance with all contractual obligations, licensing requirements, accreditation standards, organizational policies, and applicable state and federal regulations.

• Conduct regular clinical observations and documentation reviews to ensure accuracy, clinical quality, timeliness, and regulatory compliance.

• Identify documentation deficiencies, develop corrective action plans, and provide ongoing coaching to improve clinical documentation practices.

• Monitor quality indicators and utilize data to drive continuous quality improvement initiatives.

Staff Supervision & Professional Development

• Provide direct supervision, coaching, mentoring, and performance management for assigned clinical staff.

• Conduct regular supervision sessions that support clinical competency, ethical practice, and professional growth.

• Complete employee evaluations, performance improvement plans, and corrective action when necessary.

• Support recruitment, onboarding, retention, and succession planning for clinical personnel.

• Foster a collaborative, accountable, and psychologically safe work environment that encourages continuous learning and professional excellence.

Collaboration & Leadership

• Collaborate with multidisciplinary teams to coordinate comprehensive treatment services and address barriers to care.

• Serve as a liaison between executive leadership and clinical teams by communicating organizational priorities, policy updates, and operational expectations.

• Participate in leadership meetings, quality improvement initiatives, and organizational committees.

• Prepare reports, performance dashboards, and recommendations regarding staffing, service utilization, quality outcomes, compliance trends, and program performance.

Minimum Qualifications

Required

• Fully licensed behavioral health professional in the State of Texas (LPC, LCSW, RN, APRN, LCDC, Licensed Psychologist, or other qualifying independent license).

• Minimum of three (1) years of progressive leadership or supervisory experience in behavioral health or substance use disorder treatment.

• Demonstrated experience supervising multidisciplinary clinical teams.

• Thorough knowledge of behavioral health documentation standards, regulatory compliance, and quality assurance practices.

• Experience utilizing evidence-based treatment models including Motivational Interviewing (MI), Cognitive Behavioral Therapy (CBT), Relapse Prevention, Solution-Focused Brief Therapy (SFBT) and trauma-informed care.

• Strong leadership, organizational, analytical, and interpersonal communication skills.

• Proficiency with electronic health records (EHR) and documentation compliance monitoring.

Preferred

• Experience within specialty courts, community mental health, or criminal justice behavioral health settings.

• Experience with utilization management, program development, performance improvement, and accreditation readiness.

• Bilingual (English/Spanish) preferred.
