Program Manager - ISRM

Company: Highmark Health Job Summary This role is responsible for defining, implementing, and delivering complex programs that involve cross‑functional collaboration and interdependencies across multiple projects and activities within a cyber security portfolio and delivery environment. The incumbent will develop and guide the implementation of program roadmaps for cybersecurity products and technology applications, ensuring approved business outcomes are delivered effectively. They will supervise rollout and ongoing management of cybersecurity programs across multiple tenants, coordinate efforts for seamless integration and sustained operational success, and promote positive security behaviors through change management strategies. The role also includes overseeing performance metrics, creating dashboards, and preparing executive‑level presentations to support decision‑making and continuous improvement. Responsibilities Cross‑functional collaboration and interdependency management among projects, products, technologies, functions, and customers. Maintain clear communication lines, providing transparency on security initiatives, impact assessments, remediation shaping, and internal/external communications. Establish and drive Information Security programs to improve security behaviors. Measure program effectiveness and report progress using approved business KPIs and outcomes. Apply change management methodologies to mitigate identified security risks. Implement cyber governance and risk‑management approaches to support program delivery. Manage portfolio governance, including portfolio financial management. Demonstrate independent learning, initiative, and proactivity in all job responsibilities. Perform other duties as assigned or requested. Education Required: Bachelor’s Degree in Business Education, Marketing, or Information Systems. Preferred: Master’s Degree in Business Administration or Business Management. Experience Required: 5 years in IS/IT or IT Security. Preferred: Minimum of 3 years of Project Management or Program Management experience. Certifications Required: None. Preferred (any combination): PMP, SAFe, or CSM; Cyber or IT related certifications such as CISSP or ITIL; Risk Management related (e.g., NIST); Change Management, Prosci or similar. Skills Program and Project Delivery in Cyber/IT Environments. Change Management expertise. Prioritization and time‑management skills. Analytical and logical reasoning. Risk mitigation planning and remediation. Financial management in portfolio governance. Communication skills, including executive‑level presentations. Conflict resolution and collaboration.
