PURPOSE STATEMENT
To provide continued visual monitoring of our schools for security purposes. Constant inspection of buildings and grounds acts as a preventative measure for possible incidents of vandalism, burglary and fire. In the event of an alarm call, roving patrol is to respond within five (5) minutes and hopefully, prevent losses and damages of school property and apprehend intruders.



ESSENTIAL FUNCTIONS
The list of duties and responsibilities is illustrative only, and is not a comprehensive listing of all the duties and responsibilities performed by this position.

• Drives around entire building and gives special attention to windows, doors and other means of entry.
• Walks around buildings when necessary for efficient inspection of buildings.
• Checks for objects near or against buildings or on roofs that could be utilized to climb up to roofs, e.g., ladders, boxes, ropes, pipes, tree branches.
• Checks, opens windows, doors and damaged areas of buildings where there are signs of possible entry. Roving security officers are to enter buildings if such signs exist.
• Looks for signs of smoke or actual fire. If suspected or detected, officers are to quickly survey the situation, determine area affected and call fire units. Gives as much information as possible on location of fire, size of fire, location of fire hydrants, and etc.
• Inspects school grounds for abandoned unlicensed or improperly parked vehicles. Such vehicles are to be towed. Mobile canteens and peddler vehicles are a public nuisance and cause a great deal of concern on the part of school administrators and neighboring residents. These vehicles are to be given attention when and wherever sighted.
• Checks condition of school grounds. Indicates on activity reports where excess amounts of trash, hazardous conditions, broken waterlines, damaged fences, and etc. are located.
• Checks for unauthorized persons on school grounds. Persons drinking alcoholic beverages, littering, fighting engaging in conduct that could cause damage to building and property or engaging in other illegal or unethical action should be dealt with immediately and appropriately. If unauthorized persons are suspected or sighted in buildings, an immediate attempt should be made to control the perimeter. Assistance should be called for and the point of entry covered. The building should be entered and if apprehensions are made, proper police procedures should be followed.
• Responds to all alarm calls received by the monitoring service in an appropriate amount of time.
• Records activities during assigned shift by utilizing report forms. The activity report must indicate time of arrival at school sites and disposition of their activities. Reports must also include mileage readings, date, times, car numbers, radio numbers. All activity reports are to be turned in at the end of the assigned shift. Activity reports are to be placed in the file box located in the radio room.
• Files arrest and other related reports within twenty-four (24) hours of an incident. Copies are to be made of all reports and submit one (1) copy to the Security Services office.
• Works assigned city areas as directed by the field lead security officer or Coordinator of Security Services.
• Records beginning and end of assigned shift by use of the time clock located at the administrative building in the radio room.
• At the beginning of each shift, roving patrol officers obtains a school radio. Radio should be turned on at all times. Turns in school radio at the end of assigned shift.
• Initiates radio checks with the central monitoring station.
• Reports beginning of duty and assigned unit number at the beginning of the shift. Make a radio check with the central station monitor each hour. Radios are to be turned off when you place them back into the radio cabinet.
• Contacts persons responsible for scheduling prior to the posting of the schedule to state their availability. Schedules will cover at least a fourteen (14) day period and they will be posted.
• Dresses as directed by their police agencies or in the absence of directions from such agency, then as directed by the Coordinator of Security.
• Reports for duty with flashlights and other appropriate equipment. Only police personnel will be permitted to operate their department vehicles. All roving patrol officers must have secured an appropriate vehicle, police or school city, to conduct their tour of duty.
• Entitled to a thirty (30) minute paid lunch period. Activity reports are to contain this information. Lunch is to be taken in the middle of the shift.
• Hours of employment are divided into three (3) shifts: Days (8:00 a.m. to 4:00 p.m.), Evenings (4:00 p.m. to 12:00 midnight) and Midnights (12:00 midnight to 7:30 a.m. or 8:00 a.m. on weekends and holidays).
• Conducts yourself by the policies of the department they represent, also the policies and procedures set out by the Gary Community School Corporation and good common sense. Persons not employed for the purpose of providing security services shall not be permitted as "ride-a-longs" in the security vehicles at any time during the workday.
• The following procedures should be followed whenever a roving patrol security officer is dispatched to an activated intrusion/fire alarm at a school site:
  • Gives location at time of dispatch (10-20).
  • Receives information from central station dispatcher pertaining to activated alarms, zone numbers, identified areas (kitchen, library, etc.)
  • Logs information on activity log sheet.
  • If circumstances permit, goes immediately to alarm control box(es), usually located in boiler rooms.
  • Observes display window for additional information on alarm status.
  • Turns alarm control box OFF.
  • Walks to area(s) of activated alarm(s).
  • Looks for signs of intrusion/fire.
  • Secures the area if intrusion was made.
  • Notifies dispatcher if a fire is discovered. Gives exact location of fire and the section of the building where the fire is discovered. This information is vital to fire department personnel. If fire is out of control, exit building immediately.
  • In the event intrusion is made, attempts to make apprehension(s).
  • In the event no disorders are found, returns to the alarm control box and turn the control box(es) ON.
  • Locks all doors that were opened upon your entry and leaves building.
  • Notifies the central station dispatcher of your findings.
  • Logs findings on the activity log sheet in the DISPOSITION column.
  • Notifies the dispatcher that you have cleared the building and that you are back in service.
  • Before clearing the area completely, drives around the building as a preventive measure. Looks for open windows, objects/ladders near the building, opened doors, areas parked near or on property.
  • If circumstances do not permit you to do as stated above, uses best judgment in pursuing intruders, making apprehensions or entering buildings.
  • Continues normal roving duties.
• Any additional or new assignments that change a security officer's original duties and responsibilities as listed in these guidelines, policies and procedures shall be authorized by the Coordinator of Security.

• Maintains regular attendance and punctuality.
• Assists other personnel as may be required for the purpose of ensuring an efficient and effective working environment.

QUALIFICATIONS

Skill in:

• Checking buildings for intruders, requesting assistance of school monitoring service. If a signal is received from motion detectors, requests continued monitoring in case of further movement by a would-be intruder.

Ability to:

• Demonstrate good judgment and acceptance of assigned duties and responsibilities.

EDUCATION AND EXPERIENCE
Minimum High School Diploma or GED required.
Candidate should be in good health and stamina.



CERTIFICATION
Must possess a valid Indiana drivers and/or chauffeur's license and will be subject to background research and submit to various mental, physical and drug tests.
