Information Systems ManagerInformation Systems Manager positions supervise the largest professional information systems, programmer, and analytical support staff responsible for developing, testing, implementing and modifying a wide variety of complex distributed information systems in large departments; prepare and present budget information; train and rate the performance of subordinates; and perform other duties as assigned.Notes:The following general wage increase is scheduled to take effect for Information Systems Manager: 2% effective 6/30/27.Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).Information Systems Manager employees may be required to lift up to 30 pounds and must have the ability to bend, squat, and crawl on the job.Minimum RequirementsYou must meet the following requirements on the date you apply, unless otherwise indicated.Education: Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).Note:Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.Experience: Six years of full-time professional-level information systems planning management experience (within the last eight years). Three years of qualifying experience MUST be at a level equivalent to an Information Systems Analyst IV or higher with the City of San Diego (a position that supervises professional information systems staff responsible for implementing and modifying a wide variety of complex distributed information systems).Qualifying experience must include all of the following:Managing the acquisition, implementation, maintenance, and ongoing support of complex information systems for a large organization.Developing and administering IT policies and processes.Developing and administering IT budgets.Developing Requests for Proposals (RFP's).Supervising professional IT staff responsible for large scale distributed computing systems.Notes:The following is NOT qualifying experience: Information Systems Technician, Information Systems Analyst I, or equivalent with the City of San Diego; system user or super-user experience; repair technician experience; solely removing and/or installing discrete systems components; information/data systems experience gained more than eight years ago.City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.License: A valid California Class C Driver License may be required at the time of hire.Highly desirable:Bachelor's Degree in Computer Science or Information Systems.Experience managing development teams (e.g. Web development) or a highly diverse IT environment.Experience developing Statements of Work, Request for Proposals (RFP's), and familiarity with IT contract terms and conditions.Solid understanding of IT procurement practices.Experience using Business Intelligence (Power BI), MS Project, and MS Visio.ITIL Foundation training and/or certification.Experience managing Windows 11, Microsoft Office Suite (e.g., Outlook, Word, Excel, Power Point, Access), SharePoint, Enterprise environments, and/or ESRI/ArcGIS environments.Experience managing multiple IT vendor contracts.Project management experience.Required documents (must submit with application):Proof of degree/transcripts, if utilized to meet the minimum requirements.For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.Required documents should be attached electronically to your application.
