Advanced Managerial Position
Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing budgets. Plans, assigns, and supervises the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions
(25%) Directs program activities and/or business functions within the Business Services division.
- Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
- Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
- Coordinates and oversees reporting requirements to oversight agencies including the Comptroller of Public Accounts, Legislative Budget Board, Office of the Governor, and State Auditor.
- Serves as point-of-contact and oversees activities related to all agency financial audits.
- Manages the division's day-to-day functions in the absence of the Chief Financial Officer.
(20%) Develops and establishes goals and objectives consistent with the agency's strategic plan.
- Monitors compliance with agency policies as well as other state, federal, and local policies.
- Develops policies, procedures, and division guidelines, and monitors compliance.
(20%) Manages staff in the areas of revenue processing, expenditure processing, payroll, time and leave, and financial reporting.
- Supervises, coaches, counsels, and assesses professional, technical, and clerical personnel.
- Develops training and/or performance improvement plans for employees.
- Evaluates the performance of division personnel.
- Participates in the hiring process for the division, interviews, and hires applicants for employment.
(20%) Prepares and oversees the preparation of the annual operating budget, legislative appropriations request and the annual financial report as well as oversees revenue, accounting, payroll, purchasing, and time and leave activities for the agency.
- Prepares and/or directs the preparation of agency budgets and periodic financial statements, analyses, and reports in accordance with federal and state reporting requirements.
- Serves as a consultant on the financial aspects of program planning.
- Coordinates with the Chief Financial Officer, executive staff, and budget analyst to ensure timely submission of Fiscal Notes.
- Conducts analysis and interpretation of expenditure patterns, budget projections, and the financial position of the agency.
- Represents the agency and the Business Services Division at internal and external meetings.
- May attend and represent the agency at legislative hearings.
(15%) Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
- Oversees the maintenance of systems and controls necessary to accurately and timely deposit revenue.
- Oversees and prepares monthly revenue, expenditures, and special reports as needed.
- Reviews and establishes performance goals and makes changes necessary to meet requirements.
- Assists in the oversight of purchasing, property management, procurement, and mail room operations.
- Analyzes processing systems and functions and identifying areas for improvement.
- Oversees the establishment and installation of efficient accounting systems for controlling, recording, and reporting transactions.
- Performs other duties as assigned.
Minimum Qualifications, Knowledge, Skills, Abilities, License/Certifications
Minimum Qualifications: Bachelor's degree from an accredited four-year college or university in accounting, auditing, budgeting, financial coursework or related field. Experience and education may be substituted for one another.
Four (4) years of experience in the management and direction of a program relevant to accounting, financial, budget or purchasing operations and three (3) years of experience in supervisory, administrative, or planning duties.
Experience overseeing and managing multiple computer systems and processes including Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll System (USPS), Centralized Accounting and Payroll/Personnel System (CAPPS).
Preferred Qualifications: Master's degree, CPA, or CIA. Five (5) years of budget experience. Seven (7) years supervisory experiences in accounting or financial operations. Completion of at least twelve (12) hours from an accredited four-year college or university in accounting, auditing, or financial coursework.
Project management experience.
Experience overseeing or managing multiple computer systems and processes including Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll System (USPS), CAPPS and ABEST.
Knowledge, Skills, and Abilities:
Knowledge of local, state, and federal laws and regulations relevant to account reconciliations, financial reporting and purchasing for a state agency; and the principles and practices of public administration and management.
Knowledge of finance administration, budget control and fiscal accounting; and any of the agency's financial program, governmental accounting, budget control methods, policies, and procedures, and laws and regulations pertaining to fiscal operations.
General knowledge of Alcoholic Beverage Code, Texas Alcoholic Beverage Commission rules, and agency policies, procedures, and programs.
Knowledge of generally accepted accounting principles, and generally accepted auditing standards.
Knowledge of legislative hearings and the fiscal note process.
Skilled in establishing plans and setting objectives and goals that support an overall business strategy.
Proficient in the use of MS Office, USAS, and CAPPS.
Ability to plan, direct and organize program activities and/or business functions; to establish goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to supervise the work of others.
Ability to interpret applicable statutes, guidelines, policies, procedures, and regulations.
Ability to maintain confidential sensitive information.
Registration, Certification or Licensure:
May require registration, certification, or licensure in a specialty area.
Valid Texas Driver's License.
Physical Requirements/Supplemental Information
This position functions in a standard office environment. Must be able to move about the office to access file cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. Required to work as a leader and work with sensitive and confidential information.
This position is expected to work in the office but may be eligible for a hybrid schedule teleworking after initial training is conducted and the candidate has demonstrated competency and the ability to work independently. For telework, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams and other applications during regular business hours.

- The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009 are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
