Air Quality & Compliance Lead (5642) – San Francisco International Airport Full‑time position located at San Francisco International Airport (SFO). The role reports to the Environmental Operations Manager and serves as the technical and programmatic authority for air quality and greenhouse gas compliance, overseeing compliance with federal, state, and local environmental regulations while advancing a data‑driven approach to improving ambient air quality and protecting the health of airport employees, tenants, and travelers. Key Responsibilities Develop, implement, and enforce strategic plans, policies, and goals to ensure compliance with regulatory bodies including Bay Area Air District (BAAD), California Air Resources Board (CARB), Environmental Protection Agency (EPA), state and local public health departments, and other agencies. Maintain continuous compliance with all air quality permits, permit conditions, and reporting obligations for point and area source emissions associated with aircraft operations, ground support equipment, vehicles, buildings, portable engines, generators, and infrastructure systems. Prepare and submit Title V and Greenhouse Gas (GHG) compliance reports, including CARB’s Mandatory Reporting of Greenhouse Gas Emissions (MRR), GHG emission savings for Voluntary Airport Low Emissions (VALE) grant applications, and the annual Environmental Compliance Report. Lead investigations and author documentation related to air quality incidents, exceedances, violations, complaints, and enforcement actions in coordination with legal and government affairs staff. Plan, deploy, and operate an airport‑wide air quality monitoring and sensor network, integrating fixed, mobile, and emerging monitoring technologies. Track and monitor refrigerant inventories, leak detection, and repairs. Support evaluation, planning, and implementation of strategies to transition equipment to electric or lower‑emission alternatives, and identify opportunities to reduce operational emissions and improve air quality. Assist in the section’s operational budget process, preparing budgets, allocating permits and fees, capital investments, and contributing to long‑term strategic planning to maintain critical assets. Provide guidance by recommending, interpreting, and applying policies, laws, and regulations within assigned environmental compliance specialties. Represent the airport as liaison with regulatory agencies, tenants, and the public, maintaining knowledge of applicable laws and engaging with agencies on air quality issues. Develop and present briefings to stakeholders and public officials. Supervise and lead subordinate staff as needed. Perform other duties as listed in the 5642 Senior Environmental Specialist class specification. Minimum Qualifications Education: Baccalaureate degree from an accredited college or university. Experience: Six (6) years of professional experience in planning, coordinating, implementing, and evaluating qualifying programs or policies related to the environment, public health, community engagement, or a related field. Education substitution: Additional experience may substitute for the required degree on a year‑for‑year basis (30 semester units or 45 quarter units equal one year). Experience substitution: Master’s degree in public administration, environmental science, environmental health, public policy, or a related field may substitute for one (1) year of experience. Ph.D. may substitute for two (2) years of experience. Desirable Qualifications Experience leading complex, multi‑stakeholder environmental or regulatory programs at a large facility. Knowledge of ambient air quality, criteria air pollutants, and air toxics. Certification in EPA Method 9 visual emissions monitoring. Experience with green building or healthy rating systems (WELL, Fitwel, LEED). Experience with indoor and outdoor air quality monitoring technologies and data. Experience working with legal teams on environmental regulatory or compliance issues. Experience maintaining permits such as Title V and stationary source permitting. Experience with GREET, emissions modeling, or triple‑bottom‑line cost‑benefit analysis tools (e.g., Autocase). Supervisory experience.
