The Housing Program Manager works under the supervision of the Executive Director and the Assistant Executive Director of the Summit Combined Housing Authority. The Program Manager will work to support the programs of the Summit Combined Housing Authority including application management, resale and sales process, compliance homebuyer education certification through HUD, downpayment assistance, staff management and education programs. The position requires extensive contact with the public, government agencies, and community groups. If you're passionate about delivering excellent service, thrive in collaborative settings, and are ready to take on new challenges, we want to hear from you!Examples of DutiesThe Housing Program Manager, under the ultimate direction of the SCHA Executive Director, will grow and manage the SCHA's programmatic data systems, manage data-intensive service agreement activities such as resale calculations and annual workforce housing compliance, manage the HUD housing counseling and CHFA educational components, and supervise & train Housing Program Specialists who assist with the implementation of these duties. ESSENTIAL FUNCTIONS/DUTIES OF THE POSITION: • Grow, Maintain, and Manage Data Systems – The Housing Program Manager will develop data systems to meet SCHA program needs. This role will involve improving existing databases for applications, workforce compliance, resale calculations; overseeing and maintaining the CMS requirement for HUD counseling & education reporting; and modifying systems on an ongoing basis to ensure that they facilitate achievement of program goals in an environment of organizational growth and change. • Supervision – The Housing Program Manager will supervise Housing Program Specialists whose duties include assisting with resale calculations, compliance, housing counseling/education, and the technical aspects of housing applications. Future program growth may result in additional direct reports to the Housing Program Manager. • Program Oversight – The Housing Program Manager will assist with the day-to-day operation of the SCHA. This includes assisting with data and information resource gathering, and maintenance of studies that inform local housing needs and resources; this will also include opportunities to present at board of director's meetings and attend community meetings to share relevant SCHA data with partners and the public. The Housing Program Manager is also responsible for oversight of resale calculation, annual compliance activities, homebuyer education, and housing counseling. • Customer Service – The Housing Program Manager will assist with public questions as needed and help cover the SCHA office during business hours. This includes assisting with issues that can't be directly resolved by a Housing Program Specialist. • General Administration – The Housing Program Manager will assist with general administration tasks as needed. • All other duties as assigned. Knowledge, Skills and Abilities: • General knowledge of project and program management, public administration, public policy and affordable housing policies and strategies; • Ability to maintain program budgets, track data, and outcomes; • Ability to be detail oriented and see projects through all steps of appropriate processes; • Ability to perform research, to assemble and analyze information/data and make written reports and documents, as well as oral presentations in a clear, concise and effective manner. Must be able to speak before an audience with poise, voice control and confidence; • Ability to communicate, interact and function effectively under stressful and/or confrontation type situations that require counseling, instruction, persuasion, or negotiation. Ability to provide excellent customer service in these settings; • Ability to establish effective working relationships with superiors, subordinates, governmental agencies, consultants, applicants and the general public; • Ability to use independent judgement in routine and non-routine circumstances, and in critical situations; • Ability to utilize social media, website, and graphics for disseminating information, community engagement, and public outreach. Interpersonal Skills: Excellent interpersonal skills are a must, as a high degree of public contact, including interaction with difficult citizens or customers is required. It is necessary for the Housing Program Manager to build effective and positive communication with a wide range of audiences including: elected and appointed officials, planning commissions, agencies, developers and the general public. Materials and Equipment Directly Used: Personal computers; calculators; digital and other copy machines; mail machines; computer printers; typewriter; County vehicles. Personal computer software includes Outlook, Word, Excel, PowerPoint, HomeKeeper, SalesForce, Airtable, Cognito, Public House, Lending Manager, intranet and others as required. Working Environment/Physical Demands: Work is performed primarily indoors in the SCHA office. Physical activities include moving about the SCHA office, frequent sitting, standing, squatting, walking, bending while maintaining equilibrium, climb, balance, kneel, crouch or crawl, twisting, and stooping; reaching above shoulder height; upward and downward flexion of the neck; fine finger dexterity and light to moderate finger pressure to manipulate keyboard controls, equipment controls, and other office equipment; pinch grasp to manipulate writing utensils; moderate grasping to manipulate books and manuals; side-to-side turning of neck; moderate wrist torque to twist equipment knobs and dials; reading, writing, typing, verbal/audible communication, and visually observing situations. A high degree of public contact, including interaction with walk-in customers is required. Environmental factors in the office would include limited exposure to weather conditions; working closely with others in a close office setting; working with office machinery; and exposure to noise. Environmental factors in the field would include exposure to extremes of heat, cold, wind, sun, rain, ice and snow; working independently in remote settings in an alpine environment; exposure to noise from heavy equipment. Interpersonal communications include contact with the public or employees where explanatory or interpretive information is exchanged, gathered or presented. Request for reasonable accommodation(s) must be made to the Summit County Government Human Resources Department.Typical QualificationsEDUCATION, EXPERIENCE, AND FORMAL TRAINING: Education and Training: This position requires at a minimum a bachelor's degree in a related field such as: Housing, Education, Community Development, Public Health, Social Services, Public Administration, Business or Finance; And a minimum of five years of high-level Office Administration and Supervisor experience; OR, an equivalent combination of education and experience, with at least three years high level experience in an office environment Practical Experience: A minimum of 3 years of experience in Housing, Education, Property Management, Program Management, Project Management, Education, Public Administration, Community Development, Planning, Real Estate, Public Housing Programs, GIS, Government Policy or related field. Public sector or local government experience (preferred). Experience with affordable housing programs (preferred). Experience working with the public in difficult situations, a customer service orientation, and ability to communicate effectively both verbally and in writing are a must.
