Responsibilities:

• Own and prioritize the product backlog for capitation systems and workflows, including rate configuration, member/provider assignment, payment calculation, reconciliation, and disbursement.
• Develop and maintain end-to-end knowledge of the capitation process, including upstream data dependencies (eligibility, provider contracts, rate methodologies) and downstream impacts (provider payments, financial reporting, reconciliation).
• Partner with business stakeholders (Finance, Provider Network, Actuarial) to understand and clearly document problem statements, then translate them into epics, user stories, and acceptance criteria for the technical team.
• Act as the primary liaison between business and technical teams, ensuring the solution delivered by engineering directly addresses the business problem as defined - not just the literal requirement as written.

Skills :

• Lead the design and delivery of scalable data platforms using Azure Data Factory, Databricks, PySpark, SQL, and Delta Lake. Architect ETL/ELT pipelines, data lakes, and analytics solutions
• 5+ years of experience as a Product Owner, Business Analyst, or similar role within an Agile/Scrum environment.
• End-to-end understanding of the capitation process within a health plan or managed care setting - including rate setting, member/provider assignment, payment calculation, reconciliation, and disbursement.
• Demonstrated ability to work effectively with both business stakeholders and technical/engineering teams, translating business problem statements into actionable requirements and validating delivered solutions.
• Proven experience leading or driving UAT - defining test strategy and scenarios, coordinating testers, triaging defects, and owning sign-off.
• Strong experience writing user stories, acceptance criteria, and managing a product backlog in tools such as Jira, Azure DevOps, or Rally.
• Solid understanding of healthcare payer regulatory requirements affecting provider payments (CMS, state Medicaid/Medicare, HIPAA).
• Excellent facilitation, stakeholder management, and communication skills, with the ability to work across business, finance, actuarial, and technical teams.
• Certified Scrum Product Owner (CSPO) or equivalent Agile certification preferred.
• Bachelor's degree in business, Finance, Health Administration, Information Systems, or a related field, or equivalent experience.
