Budget Management Analyst

Position Summary The Office of Management and Budget is seeking a Budget Management Analyst (III) at grade G24 in the Grants Unit. This senior‑level professional and administrative staff position involves all phases of budgetary development, administration, and management analysis projects. Responsibilities Lead and provide technical guidance and training to subordinate Budget Management Analysts or Budget Aides. Attend and participate in public hearings and meetings. Confer with Department representatives to secure information regarding workloads, programs, and needs. Perform the full range of budgetary/management analysis duties and responsibilities. Serve as liaison between the Office of Management and Budget and assigned departments and agencies for all aspects of budget preparation, review, and administration. Provide budget preparation instruction and guidance to assigned departments and agencies, and offer technical assistance during budget preparation. Evaluate budgetary submissions for technical compliance and for funding implications on program operations. Prepare written and oral presentations describing the requested budgets of assigned departments and agencies. Participate in budgetary meetings with agency representatives, senior budget staff, and Council members and staff regarding budget proposals. Conduct management studies of agency operations and develop administrative systems. Use automated data systems and other sources to monitor agency expenditure patterns and prepare projections of future expenditures. Inspect field operations of assigned departments and agencies and evaluate program and budgetary needs. Qualifications Bachelor’s degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or a closely related field. Two (2) years of progressively responsible administrative and budgeting experience. Equivalent combination of education, experience, and training providing the required knowledge, skills and abilities may be considered.
