IT Procurement Supervisor - Hybrid Telework

Job Description and Duties

Under general direction, the Information Technology Supervisor II, IT Procurement Supervisor, reports to the Information Technology Manager I over the Administrative Services Unit (ASU).
The incumbent will be managing all IT procurement day to day activities including the departments Electronic Health Records (EHR) project. Ensuring that all procurements are completed in a timely manner. The incumbent will need to work with closely with oversight agencies, communication and documentation will be key to ensure procurements are timely.

The incumbent will serve as a subject matter expert in the areas of state contracts and procurement. The incumbent ensures contract management best practices, processes and procedures are consistently applied to the project and will effectively apply the principles of purchasing, contract management, personnel management; and the regulations and procedures as prescribed California State Information Management Manual (SIMM).

Working Conditions

• This position reports to the Allenby Building in Sacramento County and may be eligible and considered for a telework opportunity in accordance with departmental policies, operational needs, and management approval. Employees are currently required to work in-person at least four (4) days per week in alignment with Executive Order N-22-25. Additional in-office days may be required based on operational needs. The incumbent may also be required to travel throughout California as needed, with prior notice.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Working knowledge of IT goods and services categories, including hardware, software, SaaS, and IT consulting.
• Familiarity with Department of State Hospital and State of California procurement processes and forms, Statewide Information Management Manual (SIMMs) requirements, and leveraged procurement agreements.
• Understanding of solicitation development, including Request for Quotation (RFQs), Request for Offer (RFOs), Request for Proposal (RFPs), Invitation to Bid (IFBs), evaluation matrices, and scoring workbooks.
• Ability to interpret IT Statement/Scope of Work (SOWs), technical requirements, staffing qualifications, and mandatory/desirable bid criteria commonly used in IT consulting procurements.
• Knowledge of State Administrative Manual (SAM) and Government Code 19130(b), State Contracting Manual (SCM) and general compliance elements.
• Understanding of confidentiality, data protection, HIPAA/PHI requirements, and contract compliance language relevant in IT procurements.
• Ability to manage multiple procurements simultaneously and track assignment workflows from intake through award.
• Clear, professional communication with program staff, procurement analysts, managers, vendors, and cross departmental partners.
• Ability to facilitate clarification meetings with programs, support solicitation Q&A, and collaborate on revisions.
• Experience using SharePoint, Teams, procurement intake inbox workflows, and document repositories used in the IT Procurement unit.
• Detail oriented with strong organizational skills for handling high volume procurement documentation.

   • Oversaw performance, conducted probation reports, and provided coaching or corrective guidance.

   • Managed priorities for mission critical administrative or technology projects.

2. Explain your experience managing IT procurement and contract execution and management processes within a government or regulated environment. Your response should include:

   • Examples of developing or overseeing IT procurements, including coordination with control agencies or vendors.

   • Experience applying state purchasing, contract management, or SIMM requirements.

   • A description of how you ensure compliance, accuracy, and timely execution of procurement activities.
