Program Manager II

Job Description HJF is seeking a Program Manager II to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderately complex scope of work. This position will be in support of the Naval Medical Research Unit San Antonio (NAMRU-SA) at Fort Sam Houston. NAMRU-SA is a major research and development center whose mission is to conduct gap driven combat casualty care, craniofacial, and directed energy research, to improve survival, operational readiness, and safety of Department of Defense (DoD) personnel engaged in routine and expeditionary operations. Its purpose is to provide non-personal support services to NAMRU-SA. Performance will include intramural research and development (R&D) support services for four (4) scientific directorates and their respective departments: Directed Energy Health Effects Directorate (DEHE), Combat Casualty Care and Operational Medicine Directorate (CCC&OM), Craniofacial Health and Restorative Medicine Directorate (CH&RM), and Research Services Directorate (RSD). This effort primarily entails investigative studies which involve planning, coordinating, designing, and executing experimental protocols that meet both directorate-level research objectives and the command mission. The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals. This position is contingent on contract award. Responsibilities Assists Chief Science Director and Human Protections Director with Scientific Review Board (SRB) and Human Research Protections Program (HRPP) administrative tasks as required. Assists the Government with gathering information for research program taskers. All information/taskers are approved and submitted by the authorized government personnel. Provides recommendations on task order labor/manpower utilization and workflow to increase efficiency and productivity. Assists with the gathering of Government-prepared documentation for contract actions and proposals and ensure task order completion in accordance with established policies and procedures. Assists with various research-related administrative tasks and tracks spreadsheets (dynamic Excel spreadsheets) based on purchases made by the Government and/or the contractor for research related items. Maintains and organizes Government-prepared research documents. Perform market research regarding development of study budget and provides to Government for decision-making. Confirms sponsored monthly, quarterly, and annual reports are in accordance with sponsor guidelines and templates. Assists the Government with space utilization within the directorate personnel and makes recommendations accordingly. Assists Directors in carrying out of administrative and financial tasks related to research. Provides business and growth plan for research under contract to directorate. Tracks study expenditures and reports financial status related to research under contract to the Government. In collaboration with the Government, provides recommendations for yearly budgets related to research under contract. Submits Government approved proposals and grants via various websites (i.e., eBRAP, grants.gov, CMRDP, etc.). Verifies Government prepared documentation is available for various research meetings. Coordinates and schedules directorate meetings; takes minutes and provides to Director. Supervisory Responsibilities Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities. Qualifications Education and Experience Bachelor's degree required plus 7 years of related experience OR Master’s degree plus 5 years of related experience. Required Knowledge, Skills And Abilities Familiarity with knowledge of federal budget processes and fundamental principles of project management. Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems. Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines. Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software. Prior experiences in the life sciences strongly preferred. US Citizenship and the ability to obtain and maintain a Secret Clearance, including background check and drug screening. All staff required to enter the labs shall maintain current certification in American Heart Association Basic Life Support (BLS); American Heart Association Healthcare Provider Course; American Red Cross CPR (Cardio Pulmonary Resuscitation); or equivalent. Physical Capabilities Lifting: Requires lifting materials up to 10 lbs. Ability to stand or sit at a computer for prolonged periods. Ability to climb, pull, and lift heavy objects. Licenses and Certifications Project Management Professional (PMP) preferred. Work Environment This position will take place primarily in a office setting.
