Bowser-Morner Inc

Position Overview
Organize, administer, and maintain Bowser-Morner’s Health and Safety programs to minimize the number of and reduce the severity of accidents and injuries while maintaining the efficiency and well-being of its employees, clients and the community. Oversees and keeps records for the disposal of hazardous waste.
Key Responsibilities
Position Overview
The Safety Manager provides companywide leadership for occupational health, safety, fleet safety, and applicable environmental compliance. The position develops practical standards, coordinates training and recordkeeping, analyzes incidents and trends, and partners with managers and employees to reduce injuries, vehicle incidents, property loss, and regulatory exposure. Although the position has no direct reports, it provides functional safety direction, may stop work when an imminent danger or serious safety concern exists, and escalates unresolved corrective actions. Department and division managers remain accountable for daily safe operations and timely corrective-action completion.
Key Responsibilities
• Safety program leadership and compliance, including but not limited to:
o Develop, implement, maintain, and periodically evaluate Company safety policies, procedures, standards, and annual program priorities.
o Monitor applicable federal, state, and local requirements, including OSHA, EPA, MSHA, and DOT requirements relevant to Company operations, and translate them into practical operating expectations.
o Conduct and document facility, laboratory, shop, field, and project-site inspections; identify hazards; assign or coordinate corrective actions; and verify completion.
o Lead or support job hazard analyses, risk assessments, personal protective equipment evaluations, emergency planning, hazard communication, and contractor safety controls.
o Maintain required OSHA records; coordinate annual posting, electronic submission, reportable-incident determinations, agency notifications, and regulatory inspections; and track commitments through closure.
o Chair or facilitate the Corporate Safety Committee and support division and location safety meetings with meaningful data, recurring themes, and action follow-through.
o Develop safety measures, analyze trends and leading indicators, and present concise findings and recommendations to leadership.
• Incident prevention, investigation, and claims support, including but not limited to:
o Lead or coordinate timely investigations of injuries, illnesses, vehicle incidents, near misses, property damage, and high-potential events using root-cause methods appropriate to the event.
o Partner with responsible managers to define corrective actions, assign owners and due dates, verify completion, and evaluate effectiveness using practical human-factors and risk-control approaches.
o Partner with Human Resources, management, insurance carriers, and claim administrators on workers compensation loss prevention, claim reviews, return-to-work coordination, and related recordkeeping while respecting role boundaries and confidentiality.
• Training and communication, including but not limited to:
o Assess training needs and develop or coordinate orientation, refresher, and task-specific training for employees, supervisors, and managers, including Dayton new-hire safety orientation and consistent expectations for other locations.
o Coordinate required or appropriate OSHA, MSHA, emergency response, first aid, and other safety training; maintain accurate training records and renewal schedules; and communicate hazards, lessons learned, policy changes, and performance expectations clearly and promptly.
• Environmental and hazardous-waste coordination, including but not limited to:
o Coordinate hazardous-waste characterization, labeling, storage, inspections, vendor pickups, manifests, and record retention in accordance with applicable requirements.
o Monitor generator status and operational changes, maintain retrievable environmental records, and support agency inspections or information requests.
o Coordinate spill response and reporting within the limits of training, assigned duties, and emergency procedures; engage qualified resources when conditions exceed those limits.
• Department, fleet, and contractor support, including but not limited to:
o Partner with managers to integrate safety into operations, equipment and facility changes, purchasing, project planning, non-routine work, client requirements, and subcontractor activities.
o Support the Fleet Safety Committee and administration of fleet-safety expectations, incident review, driver qualification practices, and corrective actions in coordination with designated process owners.
o Administer or coordinate customer and contractor prequalification platforms, including ISNetworld, Avetta, Appruv, or successor systems, and maintain supporting compliance records.
Education & Experience
• Bachelor's degree in occupational safety and health, environmental health and safety, safety management, industrial hygiene, environmental science, engineering, public health, construction management, or a related field; an equivalent combination of relevant education, training, and experience may be considered.
• Five or more years of progressively responsible safety or environmental health and safety experience, preferably supporting multiple facilities, laboratories, field operations, construction, engineering, or related technical environments.
• Demonstrated experience interpreting regulations, conducting inspections and investigations, delivering training, and driving corrective actions to completion.
• Relevant credentials are preferred, such as CSP, ASP, CHST, OSHA 30-hour, HAZWOPER when applicable, MSHA, or First Aid CPR AED instructor certification.
Desired Skills and Attributes
• Must possess working knowledge of occupational safety, environmental compliance, incident investigation, emergency planning, and risk-control principles.

• Must demonstrate sound judgment and composure during urgent or high-consequence situations.
• Must communicate, present, facilitate, and coach effectively across all levels of the organization.
