Proposal Management Staff

Position Overview The role manages the proposal process, developing, planning and scheduling compliant and compelling proposals in response to solicitation (i.e., RFP) specifications. Responsibilities Leads all aspects of proposal volume development, including Technical, Management, Past Performance, Security, Basis of Estimate, Contracts, Executive Summary, Integrated Master Schedule and Plans, etc. Provides guidance to a diverse team of cross‑functional proposal personnel. Manages proposal schedules and deadlines, develops proposal artifacts and supporting artifacts such as proposal outline, compliance matrix, storyboard plan, and delivery plan. Shapes and drives integration of win themes and discriminators into proposal deliverables, ensuring capture artifacts and customer values are incorporated for a winning proposal. Supports color team reviews and manages the disposition of review comments. Conducts regular proposal status meetings and is responsible for managing actions to closure. Coaches volume leads to ensure messages are consistently integrated across all volumes. Collaborates with publications personnel to manage the production cycle, including printing, book check, packing and delivery. Works collaboratively with the Capture Manager and Program Manager throughout the proposal phase to develop, refine and execute the win strategy. Supports business gate reviews as needed. Key Responsibilities Demonstrating Proposal Process expertise and ability to tailor as appropriate, to include guiding proposal team members on proposal processes and procedures. Establishing and managing proposal schedules and deadlines. Developing proposal artifacts, such as the proposal outline, compliance matrix, storyboard plan and delivery plan. Scheduling, organizing, and conducting proposal color reviews (e.g., Pink and Red Teams), as well as driving comment summation, adjudication. Working collaboratively with publications personnel to manage the production cycle, to include printing, book check, packing, and delivery. Basic Qualifications Experience as a Proposal Manager, working large proposal/capture efforts implementing standard proposal processes for competitive proposal development for U.S. and foreign government pursuits. Experience in competitive proposal processes. Experience managing teams under time pressures and competing priorities. Prior experience interfacing with executive level management. Desired Skills Program management experience. Successful track record managing highly technical teams. Strong team leadership and interpersonal skills requiring minimal direction; this position is virtually self-supervised. Excellent verbal and written communication skills. Strong writing ability with experience in developing content for technical, management, past performance, resume proposal sections. Formal Proposal Management accreditation such as APMP. Experience with Adobe Suite, Microsoft Office Suite including Teams, Word, Excel, PowerPoint, and SharePoint. Active TS or

Clearance Level TS/SCI Pay Rate The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $104,500 - $184,115. For states not referenced above, the salary range for this position will reflect the candidate’s final work location. Please note that the salary information is a general guideline only.
